Fractures, accidents and lawsuits: the consequences of icy conditions in Kyiv

In the capital, nine officials were notified of suspicion due to improper winter road cleaning. Thousands of injuries and dozens of serious accidents were recorded during the season.

Massive injuries and accidents due to ice: Kyiv notifies heads of utility companies of suspicion

During the winter period in Kyiv, the following were injured 6169 people, including 321 children.
The following were hospitalised 1155 injured with fractures and other serious injuries.

The investigation believes that a significant number of cases are related to untreated roads and sidewalks with de-icing agents, This may indicate official negligence on the part of officials of the utility companies.

The most illustrative cases by district

  • Podil district - Several falls with severe leg and hip fractures; treatment costs ranged from UAH 24.7 to 57 thousand.

  • Holosiivskyi district - two accidents due to slippery roads: cars hit a pillar and a concrete fence; the damage amounted to almost UAH 1 million.

  • Sviatoshynskyi district - A pensioner fell near a pump room and suffered a displaced shoulder fracture; surgery and treatment cost about UAH 240,000.

  • Desnianskyi district - A displaced tibia fracture and a knee injury awaiting surgery, and two more people suffered limb fractures.

  • Darnytskyi district - seven reports of injuries, including a child with a fractured collarbone; a woman with a complex fracture of the tibia is scheduled to undergo surgery with metal structures.

  • Solomianskyi district - two people injured near a public transport stop: cuts to their hands and a fractured vertebrae; a claim was filed against the utility company for UAH 500,000.

  • Pechersk district - Several falls on pedestrian crossings with broken arms and legs; treatment costs from UAH 25 to 89 thousand.

  • Dniprovskyi district - two accidents with serious damage to cars and five pedestrians with fractures of ribs, hip, hip joint and dislocations.

  • Shevchenkivskyi district - fractures of the tibia (surgery cost over UAH 40 thousand), wrist, meniscus tear in a teenager and another multi-fragment fracture.

Legal assessment

The prosecutor's office considers these incidents as a consequence of professional negligence, which caused serious consequences for human health and significant material damage.

The pre-trial investigation is ongoing. If found guilty, the officials may face criminal liability.
