The publicist stated that the long-term problems with drainage and flooding indicate systemic management failures of the capital's authorities.

Zolkin criticised Klitschko for the state of Kyiv's infrastructure: «He couldn't cope with stormwater - what can we say about energy?»

More than ten years Vitali Klitschko has been in charge of Kyiv since Mayor Yanukovych took office, but has failed to fix the city's basic infrastructure, including the stormwater system. This was stated by the publicist Vladimir Zolkin, commenting on the Mayor's statements on the protection of the capital's energy facilities.

According to Zolkin, the heroism of Ukrainian power engineers should not constantly compensate for the managerial mistakes of the city authorities.

Criticism of city management

«Ukrainian power engineers are heroes, and they are the ones who keep the city running in critical conditions. However, their selfless work should not constantly cover up managerial failures,» Zolkin stressed.

He noted that Kyiv has been facing the same problems for years: flooding of streets after normal rains, worn-out drainage systems, and regular infrastructure failures.

«These are not anomalies, but chronicles»

According to Zolkin, the situation cannot be explained by force majeure or «abnormal weather conditions».

«Every year Kyiv sees the same problems again. This is not about anomalies, but about a chronicle of unresolved issues,» he stressed.

Doubts about the mayor's statements

Zolkin also questioned the statements of Vitali Klitschko on the city's readiness to protect and quickly restore energy infrastructure after missile strikes.

«When Kyiv was flooded by a mere rain, and Klitschko could do nothing about it, who would believe his statements about saving Kyiv's energy infrastructure after the missile strikes?» Zolkin wrote.

His post provoked an active reaction on social media and re-ignited the debate on the effectiveness of the capital's governance during the war.
