The aim of the new initiative
The main goal is to complicate the export of Russian oil that is transported outside official channels. The «shadow fleet» consists mainly of old tankers that operate without proper insurance and often conceal their true route.
London emphasises that interception of such vessels should reduce Russia's energy revenues and limit its financing of the war against Ukraine.
Context.
After Russia's full-scale invasion of Ukraine began, Western countries imposed a series of sanctions, including restrictions on Russian oil exports. Russia began using a «shadow fleet» to circumvent these restrictions.
The UK has previously banned Western insurance companies from working with such vessels. The new measures are aimed at further strengthening the sanctions regime.
