Iraq sets up commission to stop recruitment of young people into Russian army

The Iraqi authorities have announced the creation of a special commission to prevent the recruitment of Iraqi youth into the Russian armed forces. This was reported by The Kyiv Independent with reference to official sources.

The decision was made after consultations between representatives of Iraq and Ukraine amid the growing number of foreigners recruited by Russia to fight against Ukraine.


Details of the case

The new commission will work in cooperation with The Supreme Judicial Council of Iraq and will focus on legal violations related to mercenarism.

Key parameters of the initiative:

  • The commission will analyse cases of recruitment of Iraqi citizens to foreign armed groups;

  • The focus is on the legal liability of intermediaries and persons involved in recruitment;

  • Iraqi law provides for severe punishment for mercenarism, up to and including life imprisonment;

  • Special attention will be paid to preventive work with young people and information counteraction to recruitment.

The Iraqi side stressed its adherence to the principle of neutrality and non-interference in the wars of other states.


Context.

According to the Ukrainian side, in December alone, Russia recruited more than 150 foreigners from 25 countries, still about 200 people were in the process of preparing to join the Russian army.

Against the backdrop of the war against Ukraine, Russia is actively using foreign mercenaries to compensate for the loss of personnel. Ukraine systematically raises this issue at the international level, calling on partners to strengthen legal responsibility and control over recruitment channels.

The topic of mercenarism remains an important component of international security and legal analysis in times of war.
