Priority for veterans and people with disabilities
Programme. eRestore provides for priority funding for veterans, combatants and people with disabilities caused by war. This allows the most vulnerable groups to quickly improve their living conditions and ensure stability in their new communities.
Demand for the programme is extremely high: more than 5,000 applications were submitted in the first hour, and more than 12,000 in the first day. In total, the programme has more than 37,000 applications, of which more than 27,600 have been approved by local commissions.
How the housing voucher mechanism works
A housing voucher is a government support instrument that provides up to UAH 2 million for the purchase of housing: an apartment, a house, investment in construction or partial repayment of a mortgage. The programme is operated by Ukrposhta. More than 1,000 notaries have been trained and are ready to support transactions. After the financing is confirmed, the applicant has 60 days to conclude the purchase and sale agreement.
The queue for vouchers is formed automatically and updated daily. As soon as funding becomes available, applicants receive a notification in the Diia app and can start applying for housing.
Why it matters
The state has already allocated almost UAH 6.6 billion for the first phase of the programme, and work is underway to attract another UAH 3.9 billion from the Council of Europe Development Bank. This allows us to scale up support for IDPS and provide access to housing for even more people.
The implementation of the eRestoration programme not only helps to solve the housing problem for thousands of IDPs, but also contributes to the economic recovery of the regions where new residents settle. A transparent mechanism for distributing vouchers and an automatic queue ensure equal access to state aid for all programme participants.
