In the Kharkiv region, law enforcement officers have uncovered a scheme in which over 8 million hryvnias of public funds were embezzled during the refurbishment of an energy facility.

Scheme for misappropriating public funds
During the pre-trial investigation law enforcement officers have established, that the limited liability company, which acted as the main contractor for the works, engaged another company to carry out the reconstruction of the outdoor switchgear. This company was, in fact, producing concrete mixes for the construction of protective structures.
However, the paperwork relating to the supply of concrete mixes and quality certificates was carried out in the name of a private company, which was used to handle the administrative formalities and conceal the actual manufacturer of the products. This made it possible to avoid liability for the infringements.
The forensic examination confirmed that the volume and cost of the work actually carried out do not, in part, correspond to the figures stated in the acceptance certificates for the completed construction works. In particular, the cost of materials that were not actually installed during the refurbishment of the outdoor switchgear amounts to over 8.1 million hryvnias.
Law enforcement officers carried out 11 authorised searches. As a result of the investigative measures, financial and business records, mobile phones and cash were seized.
