On 17 July, the Kherson Regional Defence Council decided to expand the list of areas subject to mandatory evacuation of the population to safer areas. The decision applies to several settlements, parts of Kherson and specific streets in three districts of the city. Families with children will also be barred from entering these areas, according to Oleksandr Prokudin, head of the Kherson Regional Defence Council.

Which areas does the decision cover?
The settlements in the Khreshchenivskyi Starosta District, the village of Charivne and the settlement of Zelenivka have been added to the list of settlements where mandatory evacuation will take place. In Kherson, the restrictions will apply to the Tekstilnyi neighbourhood, as well as certain streets in the Tsentralnyi, Korabelnyi and Dniprovskyi districts.
The streets listed include Universytetska, Teatralna, Biloruska and Komunalna. The list also includes streets and lanes situated in the direction of the Koshova and Dnipro rivers. The report on the Defence Council’s decision was confirmed by «Suspilne Kherson».
A ban on families with children entering certain areas will be introduced due to the threat to their lives.
The decision was taken against the backdrop of attacks in the region

According to a report by the Kharkiv Regional Military Administration, over the 16–17 July, Russian strikes hit, amongst other places, Kherson, Novovorontsovka and Khreshchenivka. Eight people were injured; residential buildings, an administrative building, ambulances, buses and private cars were damaged.
On the morning of 17 July, the head of the Regional Military Administration also reported the deaths of two elderly women in the Korabelny and Dniprovsky districts of Kherson. The new decision covers parts of the city, the suburbs and settlements in the Beryslav district, indicating the broader nature of the security risks.
Road closures and route changes
The Defence Council has authorised the purchase of mobile shelters for installation at the most dangerous sections of motorways. There are also plans to purchase protective equipment for critical facilities, carry out major repairs to a shelter at one of the region’s educational establishments, and refurbish equipment at a hospital.
Separately, the authorities will review the routes and timetables for suburban passenger transport, taking the security situation into account. Some routes will be shortened. The meeting also discussed the safety of petrol stations in the face of drone attacks and rocket fire.
This is not the first time that evacuation measures have been extended
In February, to compulsory evacuation The areas covered by the programme for families with children already included a number of territories within the Kherson community, in particular parts of Kherson and several starosta districts. In May, the Defence Council added Naddniprianske and Molodizhne due to an increase in drone attacks.
As of May, 118 children and their parents had been evacuated from the most dangerous areas of the Kherson community, according to the head of the city’s military administration Yaroslav Shanko. The new solution combines evacuation with road safety measures and transport management, meaning it responds not only to threats to residential areas.
