Kyiv is building up stocks of food and drinking water to cope with prolonged power cuts and other emergencies. The city is constantly maintaining the reserve of essential foodstuffs that has been established. Assistance is to be provided first and foremost to low-income residents and people facing difficult life circumstances, according to Oleg Kuyavsky, Deputy Head of the Kyiv City State Administration.

Who will be eligible for assistance and under what conditions
The city’s reserves are intended, first and foremost, to provide an immediate supply of essential goods to people in need in the event of disruptions to the power grid. A particular priority is to support low-income residents of Kyiv and those facing difficult life circumstances.
Food and water may also be used at resilience centres if power outage will be long-term. They are intended to assist those affected by emergencies, as well as staff involved in emergency rescue and other urgent operations.
The city is expanding its food support services
These preparations form part of the measures being taken ahead of the autumn–winter period of 2026–2027. According to Kuyavsky, the stock of the main product groups is constantly maintained.
With the support of charitable and community organisations, Kyiv is able to provide hot meals for 25,000 people. At the same time, the Kyiv City State Administration’s Department of Industry and Business Development plans to purchase a further 20,000 food parcels, which will be used in the event of emergencies.
The distribution of resources is coordinated by the Kyiv Humanitarian Headquarters
The supplies are being prepared as part of the work of the Kyiv Humanitarian Headquarters, which was established in February 2022. It acts as a coordination centre for the structural units of the Kyiv City State Administration, district administrations, municipal utilities, charitable organisations and donors.
The headquarters keeps track of and allocates resources, and ensures the prompt delivery of aid should the security situation deteriorate or residents face critical needs. The Kyiv City State Administration has stated that the situation on the capital’s consumer market remains under control and predictable.
In addition, agricultural markets are held regularly in various parts of Kyiv. The dates and venues are published weekly on the city’s official website.
