The project’s initiator has stated that the platform is designed to trace the path of funds from the initial decision to the final outcome, whilst providing residents, the media and activists with access to up-to-date data online.

Each local authority and district administration must appoint a person responsible for data transparency and accountability. One of the project initiator’s deputies will also be given the relevant responsibilities.
Documents are being prepared for signing at the regional administration level. The proposed approach stipulates that the progress of each project will form part of officials’ performance indicators, whilst local authorities will be able to monitor the situation on the ground more effectively.
What data are they planning to make available to users?
Instead of having to deal with hundreds of individual documents, the platform is intended to provide a system for analysis and monitoring. The plan is to host project and cost estimate documentation, information on clients and contractors, as well as data on the progress of projects on the platform.
If work falls behind schedule, the platform must specify the reasons for such delays. For residents, this should provide answers regarding completion dates and the persons responsible, whilst for journalists and civil society activists, it should offer the opportunity to work with up-to-date information without having to wait a long time for responses to enquiries.
The initial plan is to compile a single list of projects and data sources, establish an information standard for each site, launch a digital platform, and set up a channel for public and journalistic oversight. The data is to be updated regularly.
Openness will be combined with the protection of sensitive information
Information requiring protection during wartime is subject to a separate control regime involving information security specialists. Access to such data will be granted only in accordance with specified security protocols.
The Kyiv Regional Administration already has separate open data sections and a recovery catalogue. Therefore, the new resource could serve as a way of organising the existing datasets within a single tool.
Teams, specialists, civil society organisations and technological solutions are being sought to implement the initiative. Experts in technology, analytics, open data and public oversight are invited to get involved.
