Ukrainian petrol station chains are continuing to raise retail fuel prices. As of the morning of 25 July, the average price of A-95 petrol stands at 80.08 UAH per litre, and diesel at 85.63 UAH, according to the A-95 Consulting Group and the Minfin portal. At some petrol stations, diesel is being sold for 88–89 UAH per litre.

How average prices changed in July
According to the latest figures, A-95 premium petrol costs an average of 83.73 UAH per litre, whilst A-92 costs 77.21 UAH. Autogas is sold at an average price of 41.27 UAH per litre.
The rise is particularly noticeable compared with 1 July. At that time, the average price of A-95 was 74.60 UAH, diesel was 76.10 UAH, and autogas was 40.61 UAH per litre. Thus, A-95 rose by 5.48 UAH over the course of less than a month, whilst diesel rose by more than 9 UAH.
The average figures do not take into account personal discounts, bonuses and special offers. The actual amount depends on the region, the specific station and the terms of the loyalty scheme.
Where is petrol the most expensive?
The highest prices are found in the premium segment. At OKKO, a litre of diesel costs 88.90 UAH; at KLO, 88.50 UAH; and at SOCAR, 87.90 UAH. WOG has set its price at 87.40 UAH per litre.
According to enkorr, on 24 July, OKKO and KLO changed their prices twice the cost of diesel fuel. As a result, the price at these petrol stations rose by 4 UAH per litre in a single day.
The price difference between petrol stations remains significant. A-95 can be found at discount petrol stations for around 76–79 UAH, whilst at the most expensive petrol stations it is close to 84 UAH. At UPG, diesel costs 83.90 UAH, the same as at UKRNAFTA, whilst at BRSM-Nafta it is 83.85 UAH.
Wholesale prices are rising faster than retail prices
Experts cite the rise in the purchase price of imported fuel as the main reason for the current surge in prices. The Ukrainian fuel market is heavily dependent on imports, so changes in global prices are reflected at petrol stations with a delay.
Director of the «A-95» Consulting Group» Sergey Kuyun pointed out that world oil price rose from around 70 to 90 dollars a barrel. For a while, traders were selling off stocks they had bought at lower prices, which meant that retail prices lagged behind wholesale prices.
Once these stocks were exhausted, the networks began switching to more expensive batches. Diesel is also becoming more expensive due to high demand and an increase in the global production margin. The tax changes that came into force at the start of 2026 have already been largely factored into the price, so the July surge is attributed specifically to the new purchase prices.
What prices does the market expect?
Serhiy Kuyun predicted that petrol and diesel could go up by a further 5–6 UAH per litre over a period of seven to ten days. He estimated the minimum market price for diesel at 86 UAH and for petrol at 83 UAH per litre; some premium chains have already exceeded these levels.
Analysts at enkorr do not see any significant factors that would bring the price rises to a swift halt. They cite 90 UAH per litre for diesel and 85 UAH per litre for petrol as the nearest benchmarks. If global prices continue to rise, these figures may be higher.
Autogas prices are rising more slowly, but due to the rising cost of the raw material, wholesale prices could reach 43–44 UAH per litre as early as next week. Even if oil prices stabilise, new consignments of fuel still have to make their way from the wholesale to the retail market.
