The Solomyanskyi District Court in Kyiv has remanded Ruslan Kuchynskyi, an official at a defence enterprise, in custody without bail for 60 days. He is suspected of professional negligence in connection with the explosion of ammunition in Vyshneve on 6 July. The period of detention has been set until 14 September 2026.

Court decision
Decisions on Kuchynsky The Solomyanskyi District Court of Kyiv handed down its ruling on 17 July. Following the hearing, neither the defence nor the prosecutors commented on the ruling.
Two officials were detained the day before
On 16 July, law enforcement officers arrested two officials from a defence company — the chief executive and his deputy in charge of production. They were informed that they were under suspicion under parts two and three Article 367 of the Criminal Code — professional negligence which, according to the investigation, led to serious consequences and the loss of life.
At the time of the announcement of Kuchynskyi’s arrest, a preventive measure was still being decided for the second suspect. Both officials were dismissed from their posts.
The investigation’s version regarding the storage of ammunition
According to the information provided by the Prosecutor General, the ammunition was being stored in unsuitable hangars without the necessary permits, close to residential areas. The distance from the company’s perimeter fence to the nearest buildings was around 24 metres, and less than 18 metres to one private house.
The investigation cites as the primary cause of the incident missile strike Russia. At the same time, the scale of the secondary detonation and its consequences are also linked to possible breaches of storage regulations.
An audit within the defence industry
The depot in Vyshneve belonged to a company within the structure of JSC «Ukrainian Defence Industry» and was not under the command of the Armed Forces of Ukraine. The President Volodymyr Zelenskyy stated, as its deployment contravened the law and the decisions of the High Command.
Following the incident, the State Defence Industry Agency announced the dismissal of the heads of two enterprises and other staff, as well as a comprehensive review of storage and safety regulations at all of the company’s enterprises. The President instructed that other similar defence enterprises be inspected as well.
