In Ukraine, there is renewed discussion about the possibility of introducing additional restrictions on those liable for military service who evade mobilisation. MP Oleksandr Fedienko has called for such citizens’ access to administrative and banking services to be restricted. According to him, a person can avoid fulfilling their military duty for years, whilst at the same time running a business and using postal services.
- MP Oleksandr Fedienko has called for further restrictions on draft dodgers.
- It is proposed to make it more difficult to access the services of Administrative Service Centres and banks.
- The MP drew attention to the possibility of conducting business and using postal services whilst evading conscription.
Fedyenko proposed making life more difficult for tax evaders
Member of Parliament for the «Servant of the People» parliamentary group, member of the Parliamentary Committee on National Security, Defence and Intelligence Alexander Fedienko called for tougher administrative restrictions to be imposed on citizens who have been evading mobilisation for a long time.
According to a widely reported statement, the politician believes that the Cabinet of Ministers should create conditions under which it will be more difficult for such people to use everyday public and financial services. In particular, this refers to possible restrictions on access to administrative service centres and banking institutions.
The MP drew attention to situations where a person liable for military service can avoid mobilisation for years whilst remaining a sole trader, working, carrying out financial transactions and using «Nova Poshta» delivery services.
However, the widely circulated statement does not set out a specific mechanism for implementing such restrictions. Nor is there any confirmation that the Cabinet of Ministers has already drawn up a corresponding decision.
What restrictions on those liable for military service were discussed previously?
The issue of increasing liability for breach of military registration regulations Fedienko had committed offences before.
In August 2026, he reported that the authorities were considering the introduction of additional administrative measures for people who had failed to fulfil their military registration obligations for a prolonged period.
The measures discussed included:
-
restrictions on access to certain banking services;
-
complications in the purchase and sale of property;
-
restrictions on the right to use a car;
-
additional conditions for accessing certain public services.
At the time, the MP explained that such measures were intended to encourage citizens to fulfil their legal obligations without the use of coercive force. However, no specific dates for the introduction of the new measures or a definitive list of restrictions were given.
Can bank accounts and services provided by the Administrative Service Centres be blocked at the moment?
As of 15 October 2026, no general ban has been imposed on the use of banking services or on accessing Administrative Service Centres due to breaches of military registration rules. This means that the MP’s statement alone does not create any new legal grounds for freezing accounts, refusing administrative services or restricting business activities.
Certain restrictions are already provided for under current legislation. In particular, the regional recruitment centre may apply to the court to have a person’s right to drive a vehicle temporarily restricted under the conditions laid down by law.
However, this measure is applied in accordance with the established procedure, rather than automatically to all conscripts whose registration details contain errors.
The issue of new restrictions on banking transactions, business activities and administrative services will require a clear legal basis and a mechanism for their implementation.
Could the use of «Nova Poshta» be banned?»
In a widely circulated statement, Fedienko cites «Nova Poshta» deliveries as an example of an everyday service that people evading mobilisation might use. However, this does not mean that a decision has already been taken to ban the receipt or dispatch of parcels.
No confirmed mechanism for restricting postal services under this initiative has yet been put forward.
Similarly, there is no basis for claiming that the authorities plan to automatically close the sole trader registrations or freeze the business accounts of all men who are in breach of their military registration obligations.
The further implementation of the proposed measures will depend on decisions taken by the government and parliament. For the time being, they remain under discussion.
