On the morning of 17 October 2026, Vinnytsia was left without electricity following a Russian attack. The mayor, Serhiy Morgunov, reported a widespread power cut and the switchover of critical infrastructure to backup power sources. Due to the lack of electricity in the city, tram and trolleybus services have been temporarily suspended, with additional buses being deployed on the routes instead. Energy experts are assessing the extent of the damage. The blackout in Vinnytsia was yet another consequence of Russian strikes on Ukraine’s power grid, which have led to power restrictions being imposed in a number of regions.

Vinnytsia was left without power following Russian strikes
On Saturday, 17 October, the mayor of Vinnytsia Serhiy Morgunov reported that the city had been left completely without power as a result of the Russian attack.
According to him, the relevant services are already working to assess the damage to the energy infrastructure. At the time of the morning report, no specific timeframe had been given for the full restoration of the electricity supply.
«Due to the Russian attack, Vinnytsia is without electricity. Experts are currently assessing the extent of the damage,» said Morgunov.
The mayor clarified that critical infrastructure facilities are operating thanks to backup power supplies. This enables the city’s most vital systems to continue functioning, but does not mean that the electricity supply to residential buildings, businesses and public transport has been fully restored.
The local authorities have promised to keep residents promptly informed of any developments.
Trams and trolleybuses have been halted in Vinnytsia
Due to a widespread power cut in Vinnytsia, electric transport services have been temporarily suspended. In particular, trams and trolleybuses, which rely on power from the overhead contact line, have not been running on their routes.
The mayor announced that the number of buses and minibuses would be increased to ensure passenger transport services. The municipal enterprise «Vinnytsia Transport Company» has organised bus services on routes normally served by electric transport. The return of trams and trolleybuses to their normal timetables will depend on the restoration of the electricity supply and the technical readiness of the transport infrastructure.
Six people were injured in Vinnytsia yesterday
On 16 October, Vinnytsia was also hit by a Russian drone attack, which caused damage to civilian infrastructure. Initially, the regional authorities reported four casualties. The number of injured subsequently rose to six.
According to updated information from the head of the Vinnytsia Regional State Administration Natalie Zabolotna, five people sustained minor to moderate injuries. Another victim — a 25-year-old woman — was in a serious condition. All six were taken to hospital.
Rescue workers, bomb disposal experts and other emergency services were at the scene of the incident. Specialists were searching the area for explosive devices.
Russian strikes have caused widespread power cuts in western Ukraine
The situation in Vinnytsia is unfolding against a backdrop of repeated of Russian attacks across the Ukrainian power grid.
On 15–16 October, several regions experienced significant problems with their electricity supply.
In Volyn, following a large-scale attack on 16 October, around 370,000 customers were initially left without power. Throughout the day, power companies gradually restored the electricity supply. There were also disruptions to the water supply in Lutsk.
In the Rivne region, Russian drones have damaged the main power grid. «Ukrenergo» has confirmed widespread power cuts in Rivne and the surrounding areas.
In the Khmelnytskyi region, on the evening of 16 October, the northern part of the region experienced a partial power cut following strikes on the energy infrastructure.
Power cuts also occurred in other regions of Ukraine. However, reports of power cuts do not mean that the Volyn, Rivne, Ternopil, Khmelnytskyi and Zhytomyr regions were simultaneously and completely left without electricity.
What are the power cut schedules for 17 October?
Due to the consequences of the massive Russian attacks, NEC «Ukrenergo» announced that electricity consumption restrictions would be imposed on Saturday, 17 October.
According to the company, the following is envisaged:
-
From 00:00 to 23:59 — power restriction schedules for industry and businesses in all regions of Ukraine.
-
From 06:00 to 23:59 — schedules for hourly power cuts affecting households and other consumers in parts of the regions, with 1 to 2.5 phases.
The company emphasised that the situation may change due to further shelling, and that the actual times of power cuts should be checked on the official websites of local electricity network operators.
At the same time, emergency power cuts caused by damage to infrastructure may not follow the usual hourly schedules.
