Ukraine has proposed to change the rules for paying for heat. The new draft law is based on EU standards and provides for updated approaches to calculating tariffs for consumers.
Main changes to the payment rules
According to the text of the draft law, if a meter is installed in an apartment, residents will pay only for the heat actually consumed. In the absence of a meter, payment will be made for the area of the apartment.
For apartments with autonomous heating, it is proposed to pay only for the heat that comes from the pipes running through the apartment. If there is no heating in the building, residents will not be obliged to pay for it.
Switching on the hot water service
The draft law also stipulates that hot water service will be included in the heat tariff. This should simplify the calculation system for consumers and make it clearer.
According to the initiative, this approach should increase the transparency of tariff setting and reduce the number of disputes between suppliers and residents.
Focus on European standards
The draft law is based on the EU standards for accounting and transparency in the following areas heat supply. This is intended to ensure a more equitable distribution of costs and improve energy efficiency.
The implementation of such changes could be another step in harmonising Ukrainian legislation with European practices.
