It has become known that Lyubov Chervinska has been appointed acting director of the National Unity Agency LLC. It is this structure that will administer the network of state-owned «Unity Hubs» for Ukrainians abroad. The appointment caused a scandal due to the criminal past of the new head.
The scandalous history of the appointment
The first acting director of the Agency of National Unity LLC is Lyubov Chervinska. It is known that she used to work for the state-owned document company and is involved in criminal proceedings on suspicion of embezzlement of state property.
In 2025, Czerwińska was suspended from her position as head of the branch in Poland on suspicion under Article 191(4) of the Criminal Code. According to the court register, an audit revealed numerous violations during her leadership. In particular, it was found that Chervinska simultaneously headed two branches in Poland and Germany, receiving full payments in both areas.
Financial irregularities and losses
The audit revealed illegal payments of UAH 9.5 million and overstated bonuses of UAH 18 million. Total losses to the state related to Chervinska's activities are estimated at tens of millions of hryvnias.
Despite these facts, Chervinska is already in charge of the new structure with a registered capital of UAH 150 million. She is involved in the launch of the hub in Berlin and may be appointed to a permanent position.
State reaction and project risks
In effect, the state is handing over the management of an international project to a person who is a defendant in a criminal case. This raises questions about transparency and control over the use of public funds.
The launch of the Unity Hubs was announced as a strategic initiative to support Ukrainians abroad. However, personnel decisions at the start of the project are already causing a public outcry and calling into question the effectiveness of management.
