Ukraine is preparing a large-scale reform of the rules for issuing driving licences in line with the European model. The biggest changes will affect the age of licensing: teenagers will be able to drive mopeds from the age of 15 and cars from 17, but under the supervision of an adult driver.
New age limits for drivers
Ukraine is planning to introduce new rules for issuing driving licences, which will allow teenagers to obtain moped licences from the age of 15. In addition, categories B and BE (passenger cars and cars with trailers) can be obtained from the age of 17, but only if they are accompanied by an experienced driver with at least two years of experience. As noted by source., This is part of the road reform, which is based on European standards.
Currently in Ukraine, the minimum age for obtaining a B category is 18 years, and for a BE category - 19 years. The proposed changes are aimed at harmonising Ukrainian legislation with EU standards and improving road safety by gradually allowing young drivers to drive.
Changes for motorcyclists and bus drivers
Some innovations also apply to motorcycle drivers. To obtain category A (powerful motorcycles), the age will be 20 years old with at least two years of experience in category A2. If you do not have such experience, you will be able to drive a powerful motorcycle from the age of 24. Currently, Ukrainian rules allow for category A to be obtained from the age of 16 without the need for experience on less powerful motorcycles, which distinguishes the national system from the European one.
For categories D and DE (buses and buses with trailers), it is proposed to set a minimum age of 24 years or 21 years with professional driver training. Currently, these categories are available from the age of 21, regardless of experience or special training.
European approach and expected consequences
The introduction of new age limits and gradual access to more complex categories of transport is in line with European Union practices. This approach aims to improve the training of young drivers and reduce the risk of accidents involving them. At the same time, gradual involvement of teenagers in driving under the supervision of experienced drivers will allow them to acquire the necessary skills and responsibility.
Importantly, the new rules provide for stricter experience requirements for switching to powerful motorcycles and raise the age for driving passenger vehicles without special training. This should help reduce the number of accidents and improve the safety of passengers and other road users.
Why it matters
Update rules for issuing driving licences - is a step towards European integration and raising safety standards on Ukrainian roads. Involving young people in responsible driving accompanied by experienced drivers will help reduce the number of accidents among inexperienced drivers.
The introduction of such changes will also help increase confidence in the Ukrainian driver training system among European partners. This will open up additional opportunities for Ukrainians planning to work or live abroad, as their driving licences will meet international standards.
The reform may also affect the development of the driver training market and stimulate the creation of new training programmes focused on European requirements and safety.
