Discussions on new rules for electric scooter users continue in Ukraine. Two draft laws have been registered in the Verkhovna Rada to regulate liability for traffic violations on this type of transport. There is no official confirmation of any specific fines or confiscations.

Legislative initiatives on e-scooters
The Verkhovna Rada has registered draft laws №15283 and №15284, The draft law provides for the regulation of the use of electric scooters, monowheels and other small electric vehicles. So far, the texts of the documents have not been made public, so the specific mechanisms of liability remain unknown.
Court practice and liability
The Supreme Court of Ukraine has effectively equated e-scooter drivers with other road users, which means that most of the rules apply to them SDA. This is leading to an increase in the number of administrative cases against electric transport users. In case of serious violations or accidents, even criminal liability is possible.
Correctional labour as a form of punishment
Corrective labour is provided for by law in Ukraine, but it is not applied for ordinary violations of the traffic rules on electric scooters. They can be imposed in cases where the violation has caused injuries or other serious consequences. Liability in such cases is determined by the provisions of the Criminal Code.
Public reaction and prospects
Information is circulating on social media about stiff fines, confiscation of electric scooters and correctional labour for repeated violations. However, such provisions have not yet been officially approved and have not entered into force. Nevertheless, the general trend towards tighter control over users of small electric vehicles continues, and new rules may appear in the near future after the draft laws are published.
