Against the backdrop of the Group of Seven (G7) international summit in Évian-les-Bains, France, US President Donald Trump made a series of high-profile statements regarding the Russian-Ukrainian war. The American leader adopted a pragmatic approach, combining cautious diplomatic rhetoric towards the Kremlin with a willingness to step up defence and economic support for Kyiv.

Strategic silence: why Trump isn’t accusing Putin

Speaking to journalists Donald Trump avoided giving a direct answer to the question of whether he considers Vladimir Putin the main culprit behind the war in Ukraine. The US President explained his position by saying he did not want to burn his bridges ahead of future negotiations:

«I don’t want to comment on this, as I am trying to bring about a resolution to the conflict. This does not make the task any easier,» the White House chief emphasised.

Trump acknowledged that the settlement process had proved far more complicated than he had previously anticipated, due to the deep animosity between the parties. However, he described his recent discussions with Volodymyr Zelenskyy and described Vladimir Putin as «good», noting that once other foreign policy issues had been resolved, the US was prepared to focus entirely on ending the war.

Key statements and takeaways from the summit: missiles, sanctions and behind-the-scenes developments

Apart from diplomatic manoeuvring, Washington’s stance and the outcome of the leaders’ meetings yielded several key points:

  • Ukrainian-made American missiles: Volodymyr Zelenskyy confirmed that he had discussed with Trump the possibility of Ukraine’s acquisition of licences to manufacture anti-ballistic missiles (in particular for the Patriot systems). According to the Ukrainian president, Trump is «positive» about this initiative, and the teams are already beginning to work on this issue in order to make up for the shortfall in missile defence funding.

  • Economic pressure on the Russian Federation: Trump noted that he is considering options to tighten sanctions against Russia as global oil prices fall. This will help minimise the Kremlin’s windfall profits, which are used to fund the military-industrial complex.

  • Assessing the Kremlin’s intentions: Following behind-the-scenes discussions, the President of France Emmanuel Macron noted that Donald Trump agreed with European leaders on one obvious point: there has so far been no sign of a serious and genuine desire on Russia’s part to engage in genuine peace talks.

Despite its restraint in making public accusations, the US administration is demonstrating a willingness to take decisive economic measures and engage in military-technical cooperation, which gives Ukraine scope to strengthen its defences ahead of a possible major round of diplomatic talks.
