Klitschko calls for an urgent meeting of the National Security and Defence Council
Mayor of Kyiv Vitali Klitschko called for an urgent meeting of the National Security and Defence Council. He emphasised that the issue preparing the capital for winter remain unresolved at national level. According to Klitschko, the government is failing to honour agreements on co-funding Kyiv’s preparations for winter, which are critical to ensuring a smooth heating season.
«The state is not honouring its commitments – neither regarding the funding of the 50/50 plan’s measures, nor regarding organisational issues, nor regarding the legal framework for some of the measures,» said the mayor. He emphasised that the total funding requirements Kyiv’s energy resilience plan amounts to over 30 billion hryvnias.
Kyiv is currently implementing most of these measures at its own expense and with the support of international partners. Klitschko also drew attention to statements regarding the possible allocation of 10 billion hryvnias to the capital from the state budget, noting that «recent statements about the alleged allocation of 10 billion hryvnias to Kyiv seem strange, as we have not received any documentary evidence of this».
The need for joint action
The mayor of the capital believes that the issue of Kyiv’s preparations for the autumn and winter period requires immediate consideration at the level of the National Security and Defence Council. Klitschko emphasised that only joint decisions by the state and city authorities will enable the necessary measures to be implemented in good time to ensure a smooth heating season.
Preparing Kyiv’s energy infrastructure for winter remains one of the key challenges against the backdrop of ongoing Russian attacks on Ukraine’s power grid. The capital’s resilience during the coming heating season depends on coordinated funding and cooperation between central government and local authorities.
