The main phase of the 2026 admissions campaign is currently underway in Ukraine. Applicants are submitting their applications for bachelor’s degree programmes via the EDEBO online portal. This must be done by 18:00 on 1 August — once the deadline has passed, the system will no longer accept new applications for the main competitive offer.
In 2026, applicants may submit up to 10 applications, of which no more than five may be for state-funded places. Each application must be assigned a priority, which cannot be changed once it has been registered by the educational institution.
2026 Admissions Campaign: Key Dates
Applications for bachelor’s degree programmes opened on 19 July and will close 1 August at 6.00 pm. It is risky to leave the procedure until the last minute: due to high traffic, the online portal may run more slowly, and it will be difficult to correct any errors once the registration period has closed.

As of the morning of 28 July, applicants had submitted 805,822 applications. On average, each applicant who has already started submitting applications has selected four places to apply for.
How to create an applicant’s online account
Applications are submitted via the official portal Admissions 2026. To register, you must use an email address to which the applicant has regular access.
What information will be required?
When creating an account, you will need to provide the following:
- email address;
- details from the educational qualification document;
- the certificate number, PIN and year of issue of the NMT certificate;
- contact telephone number;
- a recent photograph of the applicant;
- additional documents, if the applicant is eligible for special admission conditions.
For admission in 2026, you can use your results NMT 2023, 2024, 2025 or 2026.
Before uploading a photo, you should check that it meets the system’s requirements. This image may be used later when processing student documents, so you should not upload a selfie with filters, a group photo or a low-quality image.
What to check before submitting your applications
The following should be displayed correctly in the online portal:
- first name and surname;
- date of birth;
- educational qualification;
- National Multidisciplinary Test results;
- entitlement to a concession or quota;
- telephone number;
- A photo has been uploaded.
If there is an error in your personal details, you should first contact the EDEBO technical support team or the admissions committee. You should not submit an application containing incorrect details in the hope of correcting them after the admissions process has ended.
How to apply to a university
In the online portal, you need to find the relevant course offer. You can search by university name, degree subject, study programme, city and mode of study.
Before submitting, please check the following carefully:
- Name of the educational institution.
- Field of study and degree programme.
- Full-time or part-time study.
- Budgetary or contract-based funding.
- Contract value.
- Minimum entry mark.
- Weightings for subjects in the National Multidisciplinary Test.
- Availability of state-funded places.
- The requirement to take part in a creative competition.
- Priority of the application.
Programmes that are identical or similar may have different admission requirements. You should therefore ensure that you have selected the correct mode of study and source of funding before confirming your application.
How many applications can be submitted in 2026?
An applicant may submit no more than 10 applications in total. Of these, up to five may be allocated to state or regional procurement contracts.
The remaining applications can be submitted on a contract basis. There are no restrictions on how applications are allocated amongst universities: all ten applications can be submitted to a single institution for different degree programmes, or you can choose ten different universities.
The number of applications does not mean that you have to use up the entire quota. It is better to submit six well-considered applications than ten random ones.
In 2026, personal statements for university admissions were abolished. The competitive selection process continues to be based on the results of the National Multidisciplinary Test (NMT), and for certain degree programmes, it also includes a creative assessment or other examination as specified in the regulations. How to prioritise applications correctly
The priority indicates how keen an applicant is to study on a particular competitive programme. Priority 1 is the most desirable option, whilst the subsequent numbers indicate alternatives in descending order of preference.
The algorithm checks applications in order of priority: from the highest to the lowest. If a candidate’s competition score is high enough to secure a place based on their highest-ranked application, the system provides a single, best recommendation.
An example of prioritisation
Let’s say an applicant is most keen to study computer science in Kyiv, but is also considering other cities and related subjects:
- Computer Science — a university in Kyiv.
- Software Engineering — that’s the university itself.
- Computer Science — a university in Lviv.
- Cybersecurity — a university in Kyiv.
- Computer Science — a university in Dnipro.
You shouldn’t make an institution your first choice simply because it’s supposedly easier to get into. Your first choice should be the option you would actually choose if you were offered a place.
Can the priority be changed?
As long as the application has not yet been registered by the educational institution, it may, in certain cases, be withdrawn and resubmitted. However, once the status «Registered with the educational institution» has been granted, it is not possible to change the priority assigned.
Withdrawing an application does not always restore the priority that has been used. You should therefore check the entire list once more before clicking the submit button.
How to assess your chances of getting a state-funded place
It is impossible to determine the exact cut-off mark before the end of the selection process. It is determined by:
- the competition marks of other applicants;
- the number of state-funded places;
- priorities set;
- regional coefficient;
- the popularity of the university and the programme;
- the number of people who will confirm their choice.
As a guide, you can look at the results from previous years on the EDEBO website, but last year’s pass mark does not guarantee a similar result in 2026.
The best strategy is to include the following in the list:
- one or two ambitious proposals;
- a few realistic options;
- one or two reserve offers with a lower cut-off mark than last year’s.
This way, the applicant retains the chance of getting into their preferred university, but is not left without any alternatives.
What do the application statuses mean?
Once an application has been submitted, its current status appears next to it.
The most common options are:
- «Registered in the Unified State Electronic Court Database» — the application has been successfully submitted to the system;
- «Enrolled at an educational institution» — the admissions panel accepted her application for consideration;
- «Eligible for the competition» — the applicant takes part in the competitive selection process;
- «Recommended for admission» — the applicant has been offered a place;
- «Included in the order» — enrolment has been officially confirmed;
- «Cancelled by the applicant» — the applicant withdrew the application themselves;
- «Rejected by the educational institution» — the university rejected the application, stating the reason.
If your application status remains unchanged for a long time, or if you have received an unclear rejection, you should contact the admissions office of the relevant university.
What to do after receiving a recommendation
Recommendations regarding priority applications are to be published no later than 6 August.
Once they have received their offer, applicants must:
- Confirm your choice of study location.
- Fulfil the university’s enrolment requirements.
- Submit the required documents.
- To enter into a study agreement.
- If necessary, draw up an agreement regarding payment for the contract.
You must confirm your choice of study location by 6.00 pm, 11 August. This can be done using a qualified electronic signature, «Diya.Sign», or directly at the educational institution — whichever method is available.
The «Recommended» status alone does not guarantee automatic admission. If an applicant fails to meet the requirements by the specified deadline, they may lose the place offered to them.
The most common mistakes made by applicants
The most dangerous mistakes arise not because of the exam score, but because of a lack of attention:
- incorrect order of priorities;
- choosing the wrong type of study;
- confusion between the budget proposal and the contract proposal;
- submitting an application to another department of the university;
- waiting until the very last minute on 1 August;
- incorrect contact details;
- failing to respond to communications from the admissions committee;
- failure to confirm the place of study following a recommendation.
Before finalising your applications, it is worth compiling a separate list of all your applications, their priorities, the universities and the admissions offices’ contact details.

Before the admissions campaign ends, you need not only to use the ten applications available, but also to draw up a realistic order of preference. The top priority should be the institution where the applicant genuinely wishes to study, whilst the lower priorities should be safe alternatives.
It is best to submit your application at least one day before the deadline. This will give you time to check its status, contact the admissions panel and resolve any technical issues before 18:00 on 1 August.
