The Cabinet of Ministers of Ukraine has amended the procedure for renewing deferrals from conscription. A person liable for military service who has a new legitimate reason will be able to submit an application without the current deferral being suspended whilst it is being considered, the Ministry of Defence has announced. If the decision is favourable, the new details will be entered into the Oberig register.

How will the current deferral work?
Renew deferral This is possible if the person has another ground provided for in Article 23 of the Law «On Mobilisation Preparation and Mobilisation». As examples, the Ministry of Defence cites situations where a deferral was granted on the grounds of education, but subsequently a third child was born or the need arose to care for a relative.
Whilst the commission is considering its decision, the previous deferral remains in force, unless it is to be revoked. If the application is approved, the previous deferral will only cease once the new grounds have been entered into the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists «Amulet». In the event of a refusal, the previous deferral will remain in force until the end of its term.
Submission of applications and processing times
An application for a deferral or for the renewal of a deferral can be submitted via the Centre for Administrative Services (CAS) using the ‘Diya’ portal. The system will automatically check whether the applicant is registered for military service and whether they currently have a deferral.
The application process will be terminated if the person is not registered for military service or already has a valid deferment. Exceptions are made for the renewal of a deferment and in cases where there are fewer than 30 days remaining until the current deferment expires.
The Commission must consider the application within seven working days of the date of registration. If it is necessary to make enquiries with public authorities, the deadline will be 15 working days. Pending a decision, the applicant will not be referred for a medical examination by the Medical Examination Commission; following a positive decision, the details must be entered into the ‘Obereg’ system within one calendar day.
Special rules for booked passengers and officials
The government has also clarified the procedure for granting deferrals to reserved personnel, civil servants and certain officials, as well as for entering details about them into the Oberig register. The changes are intended to standardise the procedure for different categories of persons liable for military service.
