Russian President Vladimir Putin stated that The peace talks regarding the war against Ukraine are effectively at a standstill, whilst, according to him, Moscow allegedly remains interested in negotiations «substantiated by concrete content». At the same time, the Russian leader threatened to respond to Volodymyr Zelenskyy’s statement regarding the dangers of flying in Russian airspace and confirmed his intention to carry out further strikes against Ukraine’s energy sector.

Putin announced a freeze on the talks
Commenting on the diplomatic process surrounding the war, Putin stated:
«As far as we understand, the negotiation process regarding the Ukrainian issue has, on the whole, come to a standstill.».
At the same time, he added that Moscow is in favour of any negotiations being «substantiated by concrete content».
These statements were made against a backdrop of a virtual lack of progress in contacts between the parties and mutual recriminations over the reasons for the breakdown in the negotiation process.
Moscow is threatening further attacks on Ukraine’s energy sector
Separately, Putin stated that Russian troops had been ordered to inflict massive attacks on Ukraine’s energy infrastructure.
This is in line with a statement issued by the Russian Ministry of Defence on 30 August, in which the Russian ministry announced preparations for a new series massive attacks on the Ukrainian energy sector. Moscow describes them as a response to Ukraine’s strikes on Russian infrastructure.
Russia has been systematically attacking the Ukrainian power grid since 2022, targeting power stations, substations and other critical infrastructure facilities.
Putin has responded to Zelenskyy’s warning to airlines
The Russian President also commented on statement Zelenskyy on the fact that Russian airspace is becoming increasingly dangerous for civil aviation due to the growing number of drones.
According to Putin, he claims not to have heard this statement personally; however, if Zelenskyy did indeed call for the risks to aviation to be taken into account, Moscow would regard this as «state terrorism».
«If he said that, it amounts to state terrorism. We will find a way to respond,» Putin said.
He also employed the argument, traditional in Russian rhetoric, that «there are no negotiations with terrorists».
Earlier, Zelenskyy emphasised that Ukraine does not pose a threat to civil aircraft, but called on international airlines and insurance companies to take into account the actual increase in risks in Russian airspace due to the war and regular drone attacks.
Putin claims that Russian troops are stepping up their offensive
Another set of statements concerned the situation on the front line.
Putin claimed that Russian troops had allegedly are stepping up the pace of their offensive operations, but he declined to discuss specific results, stating that he did not want to «jinx it».
He had previously voiced a similar view in August, claiming that the Russian army was stepping up the pace of its advance on various fronts.
At the same time, it is impossible to independently verify all the operational claims made by the Russian leadership, and Moscow’s statements regarding the situation on the front line regularly differ from the assessments of the Ukrainian command and Western analysts.
Moscow is stepping up its rhetoric against the backdrop of the escalation
Putin’s statements as a whole point to further the escalation of the Kremlin’s military and political rhetoric.
On the one hand, Moscow claims to be ready for negotiations, whilst on the other, it speaks of them effectively being on hold, is preparing new attacks on Ukraine’s energy sector and is threatening to retaliate against Kyiv’s warnings regarding the dangers of flying over Russia.
Against this backdrop, the risk of a new wave of large-scale attacks on Ukraine remains high, particularly given Russia’s officially announced preparations to launch strikes against energy infrastructure.
