In 2026, Rezerv+ became the main digital service for those liable for military service, conscripts and reservists. Through the app, you can obtain an electronic military registration document, apply for a range of deferrals from mobilisation, check your details in the «Oberig» register, correct some errors, obtain a referral to a medical examination board, and pay certain fines. Here’s what’s available as of 11 September 2026, and what to do if the information you need isn’t displayed.

What is Reserve+ and what is it for?

Reserve+ — the official mobile app of the Ministry of Defence of Ukraine, through which users can access information about themselves in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists «Amulet».

Once you have logged in via BankID, the app allows you to view your military registration status, details of your TCC, military registration speciality, rank, medical commission, deferral or reservation, and information regarding any potential breaches of military registration regulations.

Reserve+ also allows you to apply for deferrals, submit requests to correct your details, receive electronic referrals for medical examinations, pay certain fines and use other military registration services.

Does a document in Reserve+ have the same legal force as a paper copy?

Yes. The electronic military registration document generated in Reserve+ is legally valid and may be used in place of a paper document.

Its authenticity is verified via a QR code. The document displays up-to-date information from the «Oberig» register, including details of any current deferrals or reservations. The procedure for generating an e-VO is set out Cabinet of Ministers Resolution No. 559.

How to apply for a payment deferral via Reserve+

For eligible categories, the procedure can be completed without uploading scans of documents.

In the app, you need to open «Services» → «Request for deferral» → select your reason → check your personal details → submit your request.

The system then automatically accesses the official registers. Depending on the reason, data from, amongst others, the Unified State Electronic Register of Births, Marriages and Deaths (EDEBO), the Pension Fund, the State Register of Civil Status Acts (DRACS) and the Unified Information System for the Social Sector are used.

If the grounds are confirmed, the deferral is recorded in the military registration document and retained in the «Oberig» register.

Who can apply for a deferral online in 2026?

The list of digital deferrals is gradually expanding. Following the launch on 10 September of the service for school teaching staff via Rezerv+ Online, the following main categories are now available:

The final right to a deferral is determined not by the application itself, but by the legislation and the information that can be verified by state registers.

How to apply for a payment deferral for a teacher via Reserve+

From 10 September 2026 Teachers and other educational staff at general secondary education institutions can apply for a deferral directly via Rezerv+.

For the system to recognise the grounds, the school must be the employee’s main place of work, and the teaching load must be at least 0.75 times the rate, the post must be classified as a teaching post, and the details of the employer held by AIKOM and the Pension Fund must match.

There is no need to upload any documents. Rezerv+ automatically verifies the information and then provides the result.

If the application is rejected, the teacher should first contact the school management and check their place of work, position and teaching load in AIKOM, as well as the accuracy of the information submitted to the Pension Fund of Ukraine.

Do I need to go to the TCC after being granted a deferral under the Reserve+ scheme?

If the deferral has been successfully processed and is shown in the ‘Reserve+’ military registration document, there is no need to obtain a paper certificate from the Military Registration and Enlistment Office.

From 1 November 2025, the electronic military registration document with a QR code has become the primary proof of deferment, and a paper certificate bearing a wet stamp is no longer required.

When to contact the Administrative Services Centre

The Administrative Services Centre remains the main offline channel for people whose grounds for application have not yet been digitised or cannot be verified automatically.

You may also need to contact the Administrative Services Centre if the deferral was due to be extended automatically, but the system was unable to find the necessary details, the documents exist only in paper form, or the information in government databases is incomplete.

You can submit an application at any convenient Administrative Services Centre, rather than necessarily at the place of military registration. The TCC no longer accepts such applications directly.

The Ministry of Defence notes that processing through the Administrative Services Centre may take up to two weeks. If the correctly completed documents have already been submitted for consideration, the person liable for military service is not subject to mobilisation during this period.

How automatic deferral renewal works

Most of the current deferrals will be extended in 2026 without the need to reapply.

The Ministry of Defence reported that more than 90% deferrals can now be extended automatically. The system checks whether the grounds for the extension still apply and retrieves the necessary information from government registers. This applies to deferrals that were originally processed both via Reserve+ and through the Administrative Service Centre.

If the grounds are valid and the registers confirm this, the user does not need to do anything. Once the renewal has been processed, they will receive a notification, and the new information will appear in Rezerv+.

Phrase «deferral until mobilisation is complete» means that the deferral remains in force until the end of the current mobilisation period, as established by the relevant decree, provided that the grounds for the deferral remain valid.

Why wasn’t the deferral extended automatically?

The most common reason is — the state is unable to verify the grounds via the registers.

For example, the RNOKPP may be missing, the surname may have been recorded incorrectly, information regarding disability, marriage or a child may not have been included, up-to-date educational details may be missing, or the employer may have submitted different information to the Pension Fund of Ukraine.

In such a situation, the mere existence of a paper document does not mean that Reserve+ will automatically «recognise» it.

First, you need to identify which register contains the error, update the details, wait for the system to synchronise, and resubmit the request. If you are unable to confirm the basis for the application online, the documents must be submitted to the Administrative Services Centre.

What to do if the data in Reserve+ is incorrect

For some errors, the function works «Correct your details online».

It is available in the «Services» section. Through this section, for example, you can report that a person is already a member of the armed forces, even though the system continues to show them as registered, or submit a request if no information about the person can be found in «Oberez».

However, Reserve+ is not a source of all information. If an error is found, for example, in Civil Registry Office, the Pension Fund, the Unified State Electronic Database on Education (EDEBO), AICOM or the social register; any corrections must be made directly at the organisation responsible for maintaining the relevant data.

Once the information has been corrected, the document in Reserve+ must be updated.

How to renew your military registration document

If a deferral, booking, medical assessment or other information has already changed, but the old details are still showing on the home screen, you should update the document.

In Reserve+, you need to click the button next to your name and select «Update document». The app will then retrieve the latest data from the ‘Oberig’ register.

It does not change the data itself — the function simply loads the latest version of it.

Do I need to notify anyone if my telephone number or address changes?

Yes. If there are any changes to personal or contact details, a person liable for military service must report this within the timeframe specified by law.

The official Reserve+ website states that if your personal details change, you must update them within seven days. Some contact details can be updated remotely.

What does «The TCC is looking for you» or the red ribbon mean?

Rezerv+ does not issue a wanted notice for a person on its own.

A red notification regarding the TCC’s referral to the National Police indicates that the «Oberig» register contains information about a recorded breach of military registration rules and the TCC’s referral to the police to bring the person in for the purpose of drawing up a report.

Important: The existence of a deferment or a reservation does not invalidate a previously recorded breach of military registration rules. If a person believes the information to be incorrect, the Ministry of Defence advises them to contact the TCC to clarify and correct it.

Can I pay a fine via Rezerv+?

Yes. The ‘Reserve+’ service allows you to pay a range of fines for breaches of military registration regulations.

The app allows you to submit an application acknowledging the relevant administrative offence, sign it via Diya.Sign, receive the decision and make the payment online.

According to the Ministry of Defence, once the resolution has been issued, a grace period applies, during which it is possible to pay 50% fine — 8,500 UAH. The procedure depends on the specific administrative proceedings, so before making a payment, it is advisable to check the details directly in your case within the app.

Payment of a fine resolves the issue of liability for a specific offence, but does not in itself confer a right to deferment and does not replace the fulfilment of military service.

Is it possible to obtain a referral for a medical assessment via Rezerv+?

Yes. An electronic referral to the military medical board can be generated without having to visit the Military Registration and Enlistment Centre in person.

In Reserve+, open «Services» and select «Referral to the Medical Assessment Board», check the information and submit a request. Once the referral has been generated, the user will receive it in the app along with a QR code.

An electronic referral has the same legal validity as a paper one. If a healthcare facility is integrated with the Armed Forces of Ukraine’s Medical Information System, the results VLC are sent to «Obereg» electronically.

What to do if Reserve+ displays an error

First, you should check whether you have the latest version of the app installed, update the document, and try again later.

Regarding requests for deferrals, the Ministry of Defence notes that a temporary error may occur due to the load on the state registers. In such cases, it is recommended to repeat the request after approximately 48 hours.

If the problem persists, you need to check whether the necessary data is available in the relevant register. If there are grounds for a deferral but it is not possible to confirm this digitally, you can contact the Administrative Services Centre.

Is it possible to be granted a deferment whilst at the same time being in breach of military registration requirements?

Yes. These are different legal issues.

A deferment establishes a lawful ground for exemption from conscription whilst it remains in force. A breach of military registration obligations relates to the fulfilment of other duties prescribed by law.

Therefore, the current deferral will not necessarily remove information about a previously recorded breach or a referral by the TCC to the National Police.

Do you need to carry your paper military ID card with you at all times?

If a person has an established, valid an electronic military registration document with a QR code, it has the same legal force as a paper document.
