An online deferral service is now available on the «Reserve+» app for teachers and other educational staff at general secondary education institutions. There is no need to collect certificates or submit documents via the Administrative Service Centre — the system automatically verifies the information in state registers. In Ukraine, the process of applying for a deferral from mobilisation has been digitised for teachers and other school staff. From now on, you can submit the relevant application directly via the «Rezerv+» mobile app.
- Teachers can apply for a deferral via «Reserve+».
- You must work at your main place of employment for at least 0.75 of a full-time position.
- There is no need to upload certificates or other documents.
- Employment data must be up to date in government systems.
Who is eligible for a payment deferral with «Reserve+»?»
To be granted a deferral, a teaching staff member must meet the specified criteria.
This refers to teachers and other educational staff at general secondary education institutions who:
- work at the establishment at their main place of work;
- have teaching duties not less than 0.75 times the rate;
- hold a post classified as a teaching post;
- have up-to-date information on employment in AIKOM and state registers, in particular the Pension Fund of Ukraine.
The Ministry of Defence had already specified the requirement to work at one’s main place of employment for at least 0.75 of a full-time post when the service was first launched.
How to apply for a deferral
The procedure takes place entirely online. At «Reserve+.» To proceed, click:
«Services» → «Request for deferral» → «Teachers and other educational staff…»
Once you have submitted your request, the system will automatically check the information against government databases. You do not need to upload scanned copies of your employment record book, school certificates or other supporting documents.
General mechanism online deferrals The «Reserve+» system automatically checks data against state registers. If the grounds are confirmed, information regarding the deferral appears in the user’s electronic military registration document.
What to do if «Reserve+» does not confirm your entitlement
One of the key requirements for the service to operate is — up-to-date and accurate data in the registers.
If a teacher meets the requirements but the system does not allow a deferral to be arranged, the first step is to check the details regarding their place of work, post and teaching load.
The Ministry of Defence had previously recommended that, in the event of problems with AIKOM data, people should contact the school administration or the member of staff responsible for entering information into the system.
Once the details have been corrected or updated, the request can be resubmitted to «Reserve+».
Teachers no longer need to go to the Administrative Services Centre
The main change is that, for this category of teachers, the registration process can be completed remotely — without having to collect paper certificates or submit documents via the Administrative Services Centre.
However, the right to a deferral does not arise simply because one is a teacher: the system checks compliance with the statutory criteria, in particular the main place of work and the minimum teaching load.
The new «Reserve+» feature therefore simplifies the process for teachers whose details have already been correctly entered into the state information systems.
