In Ukraine, widows and widowers can use the ‘Diy’ app to apply for a new marriage and register it remotely. To do this, the app automatically checks whether there is a death certificate for their former husband or wife in the State Register of Civil Status Acts. If the details are in the register, there is no need to visit the Civil Status Registry Office in person to submit the application.

Verification of details regarding the dissolution of a previous marriage
This change applies to people whose previous marriage ended due to the death of their husband or wife. The online procedure is available provided that the relevant civil status record has already been entered into the State Register of Civil Status Records.
Previously, to confirm this, it was necessary to visit the Civil Registry Office in person. The Ministry of Digital Transformation and the Ministry of Justice announced the expansion of the service in August; the government updated the operating procedures for the pilot project via Resolution No. 994, which came into force on 15 August.
How does remote marriage registration work?
The couple submits an application via the app, selects an available date and time, and verifies their documents using Diya.Sign. The registration date can be selected no earlier than five calendar days after it has been chosen in the app.
On the day of registration, an employee Civil Registry Office conducts the ceremony via video link, verifies that the couple have given their free consent, and signs the electronic marriage certificate together with them. An electronic copy of the marriage record should appear in the ‘Diia’ app for each spouse within 24 hours, and a paper certificate can be obtained separately by post.
Who can access the fully electronic format?
In full to get married remotely Ukrainian citizens who are aged 18 or over and who hold a tax identification number are eligible. A Ukrainian passport or a foreign passport issued using the Unified State Demographic Register is also required.
The current procedure requires the payment of a government fee, as well as a charge for organising the video ceremony and delivering the certificate. An application may be withdrawn prior to registration; a new application may be submitted at the earliest one day later.
The online service has become one of the main ways to register
According to the Ministry of Digital Transformation, in the first half of 2026, nearly 40% couples who got married in Ukraine used the «Marriage Online» service. In 2025, such registrations accounted for around 18%, and as of February, over 40,000 couples had got married via the service.
The new rules form part of the service’s August update. The Ministry of Digital Transformation and the Ministry of Justice have also announced video ceremonies featuring a sign language interpreter and the phased introduction of international delivery of marriage certificates to dozens of countries.
