Emergency power cuts were introduced in Kyiv on the evening of 30 September on the orders of NEC «Ukrenergo», DTEK reported. Hourly and stabilisation schedules do not apply under these circumstances, so residents cannot determine in advance when power will be restored at a specific address. The restrictions were introduced following a massive Russian attack on the energy infrastructure of the capital, the Kyiv region and other regions.

DTEK Kyiv Power Grids has reported that, following the attack, it has restored power to over 8,000 customers on the left bank of the capital. Emergency teams are continuing their restoration work; the restoration of power to this group of customers does not mean that the emergency restrictions have been lifted across the whole city.
The attack affected the energy sector in the capital and several regions
The emergency measures were a response to a combined Russian strike carried out during the night and the following day on 30 September. Reuters reported that Russia deployed nearly 190 drones and missiles, with energy infrastructure facilities being the main targets.
President Volodymyr Zelenskyy stated that the main target of the attack was the energy infrastructure of Kyiv and the Kyiv region. According to the Ministry of Energy, further power cuts following the strikes were also recorded in the Kyiv, Dnipropetrovsk, Donetsk, Sumy and Kharkiv regions. This may indicate a need for dispatch control of the power system not only within the capital.
«Centrenergo» is assessing the damage to the Trypilska Thermal Power Station
The company «Centrenergo» has confirmed that generating equipment at the Trypilska Thermal Power Station was damaged as a result of the strike. Experts are assessing the consequences of the attack and will begin repair work as soon as the security situation allows.
Reuters described the attack as one of the largest Russian operations against Ukraine’s energy sector in recent months, carried out on the eve of the new heating season. Kyiv’s return to normal hourly schedules will depend on the condition of the grids and subsequent decisions by Ukrenergo.
