The tanker MINERVA ZEN, which, according to social media reports, is carrying Russian diesel fuel, left St Petersburg on 22 September — 17 days before Donald Trump announced an agreement with Vladimir Putin regarding diesel supplies. Vessel data indicates a route towards the US, but there is no documented link between this specific voyage and the agreement.

  • VesselFinder forecasts that the vessel will arrive in Wilmington on 11 October.

  • OFAC has authorised certain transactions involving Russian diesel until 7 April 2027.
  • There is no documentary evidence to link the flight to the agreement between Trump and Putin.

The route to the US has various stated destinations

VesselFinder lists Wilmington, North Carolina, as the planned port of arrival MINERVA ZEN and predicts its arrival on 11 October. However, the vessel’s last publicly available position on the service was recorded approximately 11 days ago, so this date does not confirm that it has actually entered the port.

Another service, TankerMap, lists Lake Charles in Louisiana as the declared destination. The discrepancy between the data from the two platforms requires clarification based on the latest navigational reports. The vessel flies the Greek flag, has IMO number 9410909 and is classified as a tanker for the carriage of petroleum products and chemical cargoes.

A tanker from Russia is heading for the US: what is known about the diesel fuel
The tanker MINERVA ZEN left Russia on 22 September, even before Trump’s statement on Russian diesel. What is known about its route and cargo?.

A coincidence in timing does not prove that there was a prior secret agreement

The difference between the departure of a tanker and a public statement by the US President This has led to speculation on social media that the shipment may have been arranged in advance. The time the vessel left port does not, in itself, indicate when the contract was signed or for whom the cargo was intended.

To establish a direct link between a shipment and a contract, details are required regarding the owner of the fuel, the buyer, the terms and date of the contract, and the initial destination. Reuters reported that a representative of the Russian president Kirill Dmitriev During his visit to Washington in September, he raised the issue of diesel export licences for Russian companies. The agency did not link these contacts directly to MINERVA ZEN.

The OFAC licence has authorised certain transactions involving Russian diesel

Trump On 9 October, he stated that Russia had agreed to increase its supplies of diesel fuel to the US and international markets. According to him, this amounts to over 300,000 tonnes in the near future, 500,000 tonnes in November and a further one million tonnes thereafter.

Washington explained the decision as a measure to curb rising fuel prices. On the same day, the Office of Foreign Assets Control (OFAC) at the US Department of the Treasury issued General Licence No. 135.

The document authorises certain transactions relating to the sale, delivery, unloading and import of diesel fuel of Russian origin until 7 April 2027. The licence applies to a specific category of goods and transactions; it does not lift all US sanctions against Russia.

The volume of the consignment and the buyer remain unconfirmed

Social media posts suggest there are approximately 230,000 barrels of diesel on board, but there are no independent documents to confirm this figure. Publicly available ship registers do not make it possible to establish the exact quantity, origin or final buyer of the current cargo.

This route is not the MINERVA ZEN’s first voyage from St Petersburg to a US port: in March–April 2026, the tanker sailed to Baltimore. At present, the vessel’s departure from the Russian port and its planned route to the US have been confirmed; the status of the cargo and its possible link to the new agreement require up-to-date navigational and contractual data.
