Tallinn links the strengthening of its air defence to the protection of Ukraine as winter approaches

The Estonian Ministry of Defence has stated that the additional funding should help to strengthen Ukraine’s air defences. The Minister of Defence Martin Gerem stressed that it is needed to protect the population, towns and critical infrastructure from Russian attacks.

The Estonian authorities describes the aid as particularly timely in the run-up to winter, when Russia continues to launch attacks on Ukraine’s energy sector. Tsakhna He also stated that, in his view, strengthening Ukraine’s defence capabilities limits Moscow’s ability to dictate terms during any potential peace talks.

PURL funds US armaments using funds from NATO allies

Prioritised List of Ukraine’s Requirements, or PURL, launched in July 2025 to procure US weaponry using funds from NATO allies and partners. The Alliance identifies the Defence Forces’ priority requirements, partner countries agree on the funding, and the US supplies the relevant weaponry.

Deliveries are co-ordinated by NATO, in particular through the NSATU command in Wiesbaden, Germany. The mechanism can be used to supply missiles for Patriot, ammunition for HIMARS and artillery shells; however, this is not an exhaustive list of procurements funded by Estonia’s latest contribution. According to NATO, the total funding for US military equipment through the PURL has exceeded $6 billion.

Previous contributions and other forms of Estonian military support

Prior to this decision, Estonia had funded procurements via PURL to the tune of €21 million: it contributed €10 million in November 2025 as part of a joint package by the Nordic and Baltic countries, with a further €11 million contributed on 24 February 2026.

According to the Estonian Ministry of Defence, military aid to Ukraine in 2025 amounted to 0.35% of the country’s GDP, and is set to amount to at least 0.3% in 2026. In addition to PURL, Estonia is involved in training Ukrainian military personnel, procuring drones and defence cooperation. NATO will coordinate the relevant packages, but the timetable and specific list of weapons to be procured under the new funding have not yet been disclosed.
