Ukraine is keen to begin negotiations with Washington as soon as possible regarding continued access to the Starshield military satellite network. The current contract is due to expire around mid-2027, and renegotiating it will take time. The issue has become particularly pressing following the restrictions on satellite communications imposed in October, which have made it more difficult for the Ukrainian military to intercept Russian drones and carry out certain operations.

The Starshield contract expires in 2027
According to a Ukrainian diplomat, Kyiv is seeking a clear response from the US regarding the possibility of continued access to the military satellite network.
«The Starshield contract expires next year. And we realise that negotiations on a new one will take time,» Senik said during a meeting with journalists in Washington.
The diplomat clarified that the agreement is due to expire around the middle of 2027, but did not specify the exact month.
The Ukrainian side is seeking to ascertain whether it will be possible to extend the contract and on what terms. No announcement has yet been made regarding the termination of access following the expiry of the current agreement.
Restrictions on Starshield in October affected combat operations
The need for negotiations became more pressing following disruptions to satellite communications in October.
Ukrainian troops encountered a sudden speed limits data transmission. This hampered the use of the systems needed to intercept Russian attack drones and forced the cancellation of some operations.
Kyiv sought clarification from the Pentagon, the White House and SpaceX, but, according to Denys Senik, it never received a reply.
Following the resumption of services at the end of October, the access issue was no longer as acute, although the question of the stability of military satellite communications remained unresolved.
Musk and Ukraine have differing views on the use of Starlink
The dispute over satellite communications has intensified following a series of statements Elon Musk regarding alleged breaches by the Ukrainian military of the rules governing the use of commercial Starlink.
On 24 October, a businessman claimed that Ukrainian units had used a civilian service to carry out offensive drone strikes. Ukrainian experts denied this allegation, pointing to the system’s technical limitations.
At the same time, Musk emphasised that Starlink had played an important role in defending Ukraine at the start of the full-scale invasion.
President Volodymyr Zelenskyy He also thanked SpaceX for providing communications, but publicly criticised Musk’s stance on the Russia-Ukraine war.
Separately, a report is circulating on social media claiming that Musk reposted a post in which the transfer of Starlink terminals to Ukraine was described as a mistake. It has not yet been possible to independently verify this specific repost.
How does Starshield differ from Starlink?
Starlink is a commercial satellite system operated by SpaceX that provides internet connectivity to private users, businesses and organisations.
Starshield — a separate network designed for military and government purposes. Its services are provided as part of SpaceX’s collaboration with the US government.
Musk has stated that decisions regarding restrictions on the use of Starshield are taken by the US government, whilst the commercial Starlink service is controlled by SpaceX.
Therefore, the expiry of the Starshield contract does not mean that all Starlink terminals in Ukraine will automatically be switched off. This relates to a separate agreement concerning military satellite services.
The US may investigate satellite communication disruptions
The restrictions imposed in October have caught the attention of US lawmakers. A group of Democrats in Congress has written to Elon Musk with questions regarding disruptions to satellite services.
Some lawmakers have also stated their intention to carry out a more extensive review of US aid to Ukraine.
Against this backdrop, Kyiv is insisting on clarity regarding the future of Starshield. For Ukraine, it is not only the extension of the contract that is important, but also the predictability of the system’s operation, on which military communications and certain defence operations depend.
