Zelenskyy explains when Ukrainians will be able to vote

President of Ukraine Volodymyr Zelenskyy has said that elections in the country are possible only after active hostilities end and basic security conditions are ensured. According to him, the main priority is the life and safety of citizens, and democratic processes should take place in a peaceful environment.

Zelensky stressed that it is impossible to organise a full-fledged election process during the war:

  • There are no guarantees for the work of election commissions;

  • some territories remain occupied;

  • Millions of Ukrainians are living abroad as temporary migrants;

  • transparency and international control cannot be guaranteed.

International context

The President emphasised that democratic elections in Ukraine would be held with the participation of international observers and partners when territorial integrity is restored and the opportunity to vote is provided for all citizens, including the military.

Zelenskyy also added that the state's main task now is to continue defence, restore the energy system and strengthen international support.

Why it matters

According to the Constitution, Ukrainian elections must be held in peacetime. Elections are prohibited during martial law. The President's position is in line with European practice and the recommendations of international institutions.
