US, Russia hold non-public consultations on new plan to end war in Ukraine

Publications. Axios reports that the United States and Russia are conducting non-public consultations, aimed at preparing a new plan for ending the war in Ukraine. According to sources, the document consists of 28 points and covers four key areas:

1. Settlement of the war in Ukraine.

4. Future relations between the US and Russia and Ukraine.

This is a preliminary, working draft that will involve further rounds of discussions. The plan is not yet published due to its sensitivity and controversial provisions.

Reaction of the Russian side

According to Axios, Putin's special envoy Kirill Dmitriev, who is participating in the consultations, expressed «cautious optimism». He stated that Russia allegedly «feels that her position is really heard».

At the same time, the American negotiators stress that all decisions should take into account Ukraine's position and security interests.

Context.

Information about the consultations appeared in the background:

• intensification of US diplomatic activity in Europe,

• Washington's statements about the need for search for a sustainable security architecture,

• EU concerns about possible «separate» agreements between the US and Russia,

• as well as searching for ways to de-escalate in the face of growing global risks.

Ukraine does not officially comment on these processes, but has previously emphasised that any agreements to end the war cannot be adopted without the participation of Kyiv.
