The new version of the peace plan removed the limitations on the number of the Armed Forces and the amnesty provision.

The new version of the peace plan will not have a strict limit on the size of the Ukrainian army

The draft updated peace agreement does not contain a clause on Radical, severe limitation of the size of the Armed Forces of Ukraine. This was reported by sources familiar with the negotiations in Geneva, the RBC-Ukraine.

The document also excludes the provision on amnesty for crimes committed during the Russian-Ukrainian war. This issue is no longer addressed in the new version.

What has changed

According to sources:

  • the requirement to limit the size of the Armed Forces, which caused criticism and fears in society, withdrawn;

  • a clause on amnesty for actions during the war not included in the document;

  • The Ukrainian delegation insisted on revising a number of provisions, and these proposals were taken into account.

US position

The American side at the talks in Geneva, according to RBC-Ukraine, praised Ukraine's readiness for constructive discussion and the correctness and thoroughness of the clarifications proposed by the Ukrainian side.

With this in mind, the issue of tight deadlines for signing a peace agreement is now not relevant. According to diplomats, the pace of work will depend on the coherence of the parties' positions.

Context.

Negotiations are ongoing in several formats. Ukraine insists on key security principles, as well as on the exclusion of clauses that may limit its defence capabilities or contradict its constitutional right to self-defence.
