Ukrainians will be able to use mobile communications in the EU without additional charges from 1 January 2026
Starting from 1 January 2026, Ukrainian citizens will be able to use mobile communications and the Internet in the following countries European Union at no additional cost. This is reported by the Deutsche Welle.

According to DW, Ukraine officially joins the European roaming zone, which operates on the principle of Roam Like at Home. This means that Ukrainians will be able to make calls, send SMS and use the mobile Internet in the EU at the rates of their Ukrainian operators - without roaming surcharges.
Context.
Joining the EU roaming zone is part of Ukraine's gradual integration into the EU's digital single market. Prior to that, Ukraine and the EU had a temporary preferential roaming regime in place after the outbreak of full-scale war, but it did not have a permanent legal status.
The new format establishes a level playing field for subscribers and telecoms operators and effectively equates Ukraine with EU member states in the mobile communications sector.
