Prime Minister Serhiy Koretskyi held talks with Valdis Dombrovskis, the European Commissioner for Economy and Productivity, regarding financial support for Ukraine in 2026–2027. According to the head of government, the Cabinet of Ministers plans to adopt the necessary decisions by 1 November to fulfil its obligations under the Ukraine Plan and the Memorandum on Macro-Financial Assistance.

The government makes funding conditional on the fulfilment of obligations
Ukraine intends to make full use of the resources provided under the relevant financial instruments. To this end, the government is working to fulfil its commitments under the Ukraine Plan and the memorandum of understanding on macro-financial assistance.
At the same time, the Cabinet of Ministers is working with the Verkhovna Rada to adopt the necessary legislation. Regular payments under EU mechanisms are conditional upon the fulfilment of specific conditions and reforms.
The ministries will coordinate their requirements with the European Commission and the IMF
The parties have agreed to strengthen cooperation between Ukrainian ministries and the relevant Directorates-General of the European Commission. They are also to step up coordination with the International Monetary Fund and other international partners.
Koretsky stressed that, in order to plan support, a clear and coordinated overview of Ukraine’s budgetary and defence needs for 2026 and 2027 is required. The European Union has already launched Ukraine Support Loan totalling up to 90 billion euros over these two years; the budgetary component of the funds is provided through macro-financial assistance and the Ukraine Facility.
Koretsky raised the issue of sanctions and negotiations on EU accession
Following the discussion, the Prime Minister stated that further pressure must be brought to bear on Russia. Among the necessary steps, he cited the tightening of sanctions, monitoring compliance with them, and countering attempts to circumvent the restrictions.
Introduction to European Union, according to Koretsky, remains an absolute priority for Ukraine. Kyiv is counting on the remaining negotiation clusters being opened as soon as possible.
