The Verkhovna Rada is considering a draft law that would fundamentally change the rules for reserving men of military age. Reservations will not mean exemption from service - instead, clear responsibilities will be introduced: work on critical infrastructure, service in the reserve or regular contributions to defence.

What changes are proposed by the draft law

According to the new draft law, conscripts can no longer consider their reservations as an indefinite deferral from mobilisation. How reports Judicial and legal newspaper, The document offers three alternative options for such citizens: work on critical infrastructure, serve in the reserve with mandatory training, or make special contributions to defence. In effect, it introduces a model of economic reservation, where everyone who is booked must actively participate in the defence of the country.

Armour as a form of engagement in defence

From now on booking is not seen as a privilege, but as a different format of service. Men who receive a reservation must either work in the energy, transport or defence industries or serve in the reserve and train regularly. The third way is financially support the defence of the state through special contributions. The draft law emphasises that the status of the booked person will be constantly monitored to avoid abuse and ensure that everyone is truly involved in the common cause.

No unlimited security

Among the key innovations is the complete abandonment of indefinite reservations. From now on, each booking case will be reviewed, and the grounds for deferral will be checked regularly. This should ensure transparency and fairness in matters of mobilisations, and to prevent situations where the status of a reserved person is used to avoid obligations to the state.

Why it matters

Introduction of new booking rules means that every man of conscription age who is not mobilised will be involved in the country's defence in one form or another. The reform aims to increase the efficiency of mobilisation processes, ensure an even distribution of the burden and fill the defence budget. It also meets the needs of wartime, when every resource - human or financial - must be used to defend the state.
