The Verkhovna Rada has registered draft laws that could radically change the mobilisation system in Ukraine. Instead of paper summonses, digital notifications will be introduced, as well as annual monthly military training for all citizens.
What does the new mobilisation reform envisage?
Ukrainians will be able to undergo annual one-month military training, and all processes of communication with territorial recruitment centres (TCC) will be digitised. The draft laws registered in the Verkhovna Rada propose a comprehensive reform of the mobilisation system, which should increase the country's defence capability and make procedures more transparent.
How digital interaction with the CCP will work
According to the documents, summonses will be sent exclusively through the conscript's electronic account on a smartphone. All contacts between the employees of the military commissariats and citizens will have to be recorded on camera. The text of the draft law states that mobilisation actions without video recording will have no legal force.
This approach should minimise conflict situations and ensure transparency of interaction between citizens and representatives of the TCC. It is expected that most issues will be resolved online, without the need to visit the centres in person.
Annual military training - for whom and why
One of the key points of the reform is mandatory one-month military training for all citizens. The initiators of the changes are convinced that this will create a systemic reserve trained Ukrainians ready to defend the country if necessary. Employers are promised compensation for the costs associated with the employee's absence during the training period.
The model of annual exercises should ensure that skills and knowledge are constantly updated, which is especially important in a prolonged war. At the same time, it will avoid chaotic mobilisation campaigns by making training more planned and controlled.
Why it matters
The proposed draft laws could significantly change the approach to mobilisation and military registration in Ukraine. The transition to a digital format with electronic services and video recording of the MCC's actions should reduce bureaucracy, increase control and trust in the process. If the reform is adopted, the mobilisation system will be more transparent and citizens will have more guarantees of protection of their rights when interacting with the state.
