The State Bureau of Investigations, in conjunction with the General Staff of the Armed Forces of Ukraine, has launched Operation «Honest Conscription» and is carrying out searches at over 100 regional recruitment and social support centres in most regions of Ukraine. Investigators are looking into possible corruption schemes designed to evade mobilisation, as well as reports of the unlawful use of force against those liable for military service.

Investigators are examining documents and possible schemes
The main focus of the operation is the possible facilitation of illegal evasion of conscription. According to data According to the State Bureau of Investigation (DBR), officials may have, in return for payment, removed men from the military register, entered false information or helped to draw up documents that enabled them to avoid conscription.
Investigators will seize and analyse official documents, electronic media, mobile phones and other materials. They will then determine the legal classification of each incident. Based on the results of the first phase of the searches, the State Bureau of Investigation expects to make arrests and issue notices of suspicion in various regions.
Searches are procedural measures carried out as part of pre-trial investigations and do not, in themselves, establish the guilt of employees of a particular TCC.
Allegations of violence are being investigated separately
The second aspect of the «Fair Conscription» initiative concerns the possibility of abuse of authority by personnel of the Territorial Military Commissariat. The State Bureau of Investigation is looking into reports of beatings, humiliation and torture of conscripts.
The Bureau emphasised that the operation is not linked to any single high-profile case: investigators are to examine incidents in various regions and determine whether the breaches were systematic in nature.
Earlier, in February 2026, the State Bureau of Investigation (DBR) notified a district police officer that he was under suspicion TCC in the Kyiv region. According to the investigation, he repeatedly used physical violence and humiliated the conscripts. These proceedings constitute a separate case, and being under suspicion does not imply that guilt has been proven in court.
The TCC is to remain operational throughout the operation
According to the State Bureau of Investigation, the involvement of the General Staff is intended to ensure access to the necessary official documentation whilst preventing any disruption to the recruitment system. The Territorial Recruitment Centres continue to carry out their statutory functions during the course of the investigation.
The regional centres are involved not only in mobilisation efforts, but also in military registration, deferrals, reservations, registers and social support. Consequently, any manipulation of documents or data could affect both mobilisation procedures and the legal status of specific individuals.
The combination of checks for corruption risks and potential unlawful coercion within a single operation may indicate an attempt to simultaneously tighten control over two distinct systemic issues: evasion of conscription and violations of citizens’ rights. Final conclusions regarding specific incidents will depend on the results of investigations and procedural decisions.
