A large-scale review of previously issued findings by military medical commissions may be carried out in Ukraine. MP Yulia Yatsyk stated that attention should first and foremost be focused on cases of possible unlawful acquisition of disability status and evasion of mobilisation through the use of forged medical documents. According to the MP, this concerns, in particular, wealthy citizens who may have paid to have a disability status granted, even though they do not in fact have the relevant medical grounds for it.
- MP Yulia Yatsyk has announced that there may be large-scale reviews of the Medical Examination Commission’s findings.
- It is proposed that the main focus be placed on cases of suspected fraudulent claims for disability benefits.
- Under the current rules, decisions made by the Medical Examination Board may be reviewed by higher-level committees.
Yatsyk announced a review of the Medical Examination Commission’s findings
People's Deputy Yulia Yatsyk announced plans to verify the validity of the medical assessments on the basis of which conscripts were deemed unfit for service.
According to her, particular attention must be paid to people who may have obtained disability certificates unlawfully in order to avoid conscription.
The MP cited the example of wealthy citizens who, she claimed, could have paid to have a disability status granted, yet at the same time lead active lifestyles, going to gyms and restaurants.
At the same time, physical activity in itself does not indicate the absence of a disability or that a medical assessment is invalid.
How decisions made by military medical boards can be reviewed
Current legislation allows for the review of resolutions VLC where there are valid grounds for doing so.
In particular, higher-level committees may review medical records, assess the validity of conclusions and order a follow-up examination.
If any irregularities are found, the preliminary decision may be revoked or amended. If necessary, the person liable for military service is referred for a further medical examination.
At the same time, the assessment of disability and the determination of fitness for military service are different procedures. The fact that a person has been assigned a disability category does not in itself mean that the Medical Examination Commission’s conclusion was unlawful.
Will I have to undergo the medical assessment again?
The Ministry of Defence has previously clarified that conscripts who have been deemed unfit for military service and removed from the military register are, as a general rule, not required to undergo a repeat medical examination. However, where there are grounds provided for by law, the decisions of medical boards may be reviewed by the competent authorities.
In 2025, the Ministry of Defence introduced an electronic system for processing Medical Examination Commission decisions. The relevant data is automatically transferred to the «Oberig» register and displayed in the «Reserve+» app.
As of 28 October, there has been no confirmation of an official decision by the Ministry of Defence to launch a new nationwide review of all Medical Examination Commission (VLK) findings, nor of its timeframe or the list of categories of citizens concerned.
