You can check traffic fines in Ukraine online via the Ministry of Internal Affairs« official website, the »Diya« app, the Driver’s Portal or the state-run »Traffic Fines’ app. The vehicle registration number alone is usually not enough to carry out a search — the system will also ask for the owner’s document details or the reference number of the fine notice.

How to check for traffic fines using a car’s registration number
There are several official services in Ukraine through which a driver or vehicle owner can view decisions relating to traffic offences.
Via the Ministry of the Interior’s official website
State Ministry of Internal Affairs fines check service enables you to find decisions issued following the automatic recording of infringements.
To carry out a search, you need to specify two parameters:
- the vehicle’s registration number;
- the series and number of the resolution, or the details of one of the owner’s documents.
You can use the series and number of your driving licence, passport or vehicle registration certificate. It is not possible to obtain information about a fine using just the number plate — this restriction is in place to protect the owner’s personal data.
On the service, you can view the notice, the date and location of the offence, its status and, in some cases, a photograph or video recording from a camera.
Via the «Diya» app»
Information about recorded violations may appear automatically in the «Diya» app. Users will be able to:
- view the resolution;
- to ascertain the circumstances of the breach;
- view photos or videos;
- pay the fine by bank card;
- Check the payment status.
The Ministry of Internal Affairs notes that «Diia» displays offences recorded automatically. For the app to work correctly, your driving licence and vehicle registration certificate must be uploaded.
Via the Driver’s Portal
Another official version is — Driver’s Online Portal. Once logged in, users can view information about their own vehicles, driving licences and administrative offences.
The section on fines contains details of the decision, the date of the offence, the relevant section of the law and the payment status. Here, you can also view your history of offences and make a payment.
Via the «Traffic Fines» app»
The Ministry of Internal Affairs« official »Traffic Fines’ app is available for Android and iPhone. It is primarily designed to deal with offences recorded by automatic cameras.
Once a vehicle has been added, the user can:
- receive notifications about new resolutions;
- to manage several vehicles;
- pay fines online;
- monitor changes to the status of the resolution;
- view the locations of the automatic enforcement cameras.
To add a vehicle, you will need its registration number and a document relating to the owner.
Is it possible to check a fine using just the car’s registration number?
There is no provision for an open check based solely on the registration number. The vehicle’s registration number must be verified using additional information.
The Ministry of the Interior’s official service accepts one of the following options:
- the series and number of the resolution;
- data driving licence;
- the owner’s passport details;
- the series and number of the vehicle registration certificate.
This means that a member of the public should not be able to view all the fines issued against someone else’s car simply by knowing its number plate.
How to pay a traffic fine online
You can pay the fine without visiting a bank. The following methods are available:
- the Ministry of Internal Affairs’ verification service;
- «Action»;
- Driver's cab;
- the «Traffic Fines» app;
- The QR code on the decision received;
- online banking using the details specified in the resolution.
Before confirming the payment, you must check the decision number, the amount, the payee’s details and the vehicle information.
It is advisable to keep the receipt at least until the payment has been marked as paid. Interbank transfers can take up to three days, so the status does not always change immediately.
When is the 50% discount valid?
According to the Ministry of the Interior, the fine for an offence recorded by an automated system is reduced by 50% if it is paid within 10 calendar days of receiving the notice.
For example, for an automatically recorded speeding A fine of 340 hryvnias is imposed for exceeding the speed limit by more than 20 km/h. During the grace period, half of this amount may be payable.
Before making a payment, you should refer to the amount stated directly on the official website. The discount does not apply to all administrative penalties, and the time limits depend on the type of decision.
How long do they give you to pay?
The general deadline for paying the fine is 30 days from the date on which the decision becomes legally binding. You should check the current date and status in the decision itself or on the Ministry of Internal Affairs’ official website.
Failure to pay on time may result in enforcement proceedings and additional costs.
What should you do if you’ve paid a fine but it hasn’t been cleared?
The resolution does not always change the status immediately after payment. First, you need to check:
- Has the money been debited from my bank account?.
- Is the resolution number correct?.
- Do the recipient’s details match those in the resolution?.
- Has it been up to three banking days?.
- Has a receipt confirming successful payment been generated?.
If the funds have been debited but the fine continues to appear as outstanding, you should contact your bank and the administrative affairs department of the patrol police. You should not delete the receipt.
It is not worth paying the same bill again without checking it first.
Who receives the fine from the CCTV camera?
In the case of an automatically recorded offence, the notice is usually issued to the person responsible as listed in the official registers. This may be the vehicle owner or the authorised user.
If the car is regularly driven by someone else, the owner may designate that person as an authorised user. This is particularly relevant for family cars, company cars, hire cars and drivers with a first driving licence valid for two years.
The Ministry of Internal Affairs warns that automatically recorded offences may be attributed to the vehicle owner, even if someone else was actually driving.
How to appeal against a traffic fine
If the driver or vehicle owner considers the decision to be incorrect, it may be appealed to a higher authority or a court. The Ministry of the Interior’s official guidance specifies a time limit of ten days from the date on which the decision becomes legally binding.
The following should be included with the application:
- a copy of the resolution;
- photographs or videos;
- car documents;
- proof that the vehicle was at a different location;
- a contract of sale, a tenancy agreement or other evidence;
- statement by the actual driver.
The mere fact that a complaint has been lodged should not be interpreted as automatically revoking the decision. It is best to clarify the procedure and time limits in light of the specific circumstances.
How to avoid falling for a fake fine
The Cyber Police are warning about messages containing fake fines and links to phishing websites. Signs of a possible scam:
- unknown or similar to a government domain;
- a requirement to enter the card details immediately;
- threats of immediate freezing of the account;
- errors in the vehicle registration number or personal details;
- Please provide your PIN or the code from the text message;
- a proposal to pay the fine by bank transfer to an individual’s bank card.
It is safer to check the resolution manually via the domain gov.ua, «Action» or the Driver’s Dashboard, rather than clicking on the link in the message.
The most reliable way to keep track of fines
For a one-off check, the Ministry of Internal Affairs« official website will do. If you use your car every day, it’s more convenient to add it to »Diy« or the »Traffic Fines’ app and turn on notifications.
This will enable you to find out about new regulations more quickly, ensure you do not miss the grace period for payment, and avoid being redirected to fraudulent websites. At the same time, after each payment, you should keep the receipt and double-check the status of the fine.
