Russia has launched fresh attacks on energy infrastructure in Ukraine

On the night of Friday 17 October, The Russian army has continued to attack Ukraine’s energy infrastructure, which had already sustained significant damage as a result of previous shelling.

According to the Ministry of Energy, facilities in as many as ten regions of Ukraine have come under attack. The ministry confirmed further power cuts in the Vinnytsia, Volyn, Donetsk, Zaporizhzhia, Zhytomyr, Odesa, Rivne, Ternopil, Khmelnytskyi and Kharkiv regions.

Damage to the equipment led to disruptions to the electricity supply and the need for further restrictions on consumption.

The Ministry of Energy has emphasised that the situation is being exacerbated by repeated air raid alerts and the threat of further Russian attacks. As a result, repair teams are not always able to begin work immediately on damaged facilities.

Power companies have restored electricity to over 500,000 customers

Despite the challenging security situation, repair teams are continuing to restore the electricity supply. According to the latest figures from the Ministry of Energy, as of the morning of 17 October, power had been restored to over 500,000 customers. To achieve this, specialists are carrying out emergency repairs, restoring damaged equipment and utilising available power supply circuits.

In a number of regions, damage to infrastructure is currently preventing a stable and full electricity supply from being provided. The Ministry of Energy’s morning update did not specify the exact total number of customers who remain without power across all the affected regions.

Where are emergency power cuts taking place on 17 October?

According to the National Energy Company «Ukrenergo», emergency power cuts have been introduced in Kyiv and a number of regions due to the difficult situation in the power system. These include the Kyiv, Cherkasy, Zhytomyr, Kharkiv, Sumy, Poltava, Zaporizhzhia, Kirovohrad and Dnipropetrovsk regions, as well as parts of the Chernihiv, Khmelnytskyi and Vinnytsia regions.

In the Chernihiv region, rolling blackouts are being implemented in three separate phases. This is due to previous Russian attacks on the region’s energy infrastructure. Emergency power cuts may not follow the previously published schedules, as they are implemented to prevent the damaged system from becoming overloaded. Changes to the electricity supply depend on the condition of the networks, available generation capacity and the progress of repair work.

Electricity supplies to businesses are being restricted across Ukraine

On 17 October, from 07:00 to 22:00, power restriction schedules for industrial consumers will be in force across all regions of Ukraine. This means that businesses must reduce their load on the electricity grid in accordance with the set limits.

For the general public, restrictions vary depending on the region and the current situation. Some regions may have hourly schedules in place, whilst others may experience emergency power cuts.

«Ukrenergo also reported that electricity consumption remains high due to the cold and cloudy weather. According to the company, on 16 October, the morning peak in consumption was 3.4% higher than the previous day.

Energy suppliers are urging Ukrainians not to switch on several high-power electrical appliances at the same time, in order to reduce the strain on the damaged power grid.

Russia continues its massive attacks on the power grid

The new wave of strikes was a continuation of the Russian attacks that took place on 15–16 October. The day before, energy infrastructure in Kyiv and the Kyiv, Kharkiv, Rivne, Volyn and Odesa regions had come under attack.

Damage to equipment led to large-scale emergency power cuts. In some towns, the operation of public electric transport and municipal infrastructure facilities was disrupted.

The situation remained difficult, in particular, in Vinnytsia, where, on the morning of 17 October, the city authorities reported a widespread power cut and the switchover of critical infrastructure to backup power supplies.

The Ministry of Energy emphasises that emergency repair work is continuing wherever the security situation permits. The exact timeframe for the full restoration of the electricity supply in all affected regions has not yet been determined.
