Rada prepares changes to booking and mobilisation

The Verkhovna Rada is working to update the reservation and mobilisation system to increase control and reduce abuse.

A working group has been set up in the Verkhovna Rada to review the reservation and mobilisation system. MPs are analysing the number of reserved employees and preparing proposals for changes that could affect businesses and military records. The first legislative initiatives are expected to appear by summer.

Revision of the booking system: what exactly will change

The Verkhovna Rada is actively discussing changes to the system of booking workers. The key areas of discussion include reviewing the number and status of booked employees, as well as verifying the actual need for booking by businesses. The MPs propose to limit the «criticality» to manufacturing enterprises only, excluding trade and commercial structures from this list. Particular attention is paid to preventing the so-called «economic reservation» - the illegal preservation of employees from mobilisation based on economic criteria.

Changes in military registration and new restrictions

In parallel, changes to the military registration system are being considered. The working group is working on reconciling and merging state registers, as well as strengthening the verification of data on persons who violate military registration. The possibility of introducing new restrictive mechanisms for such categories of citizens is being considered.

TP reform: reducing corruption risks

The reform of the territorial recruitment centres (TRCs) is being discussed separately. The proposals include changing the functionality and powers of the TCCs, moving to a more «technical» role of maintaining registers, and reducing the human factor and corruption risks. It is possible to redistribute functions between the TCCs, the police and local authorities.

When to expect legislative initiatives

According to MPs, the first legislative proposals may appear by summer. To date, no final document has been submitted to the parliament, but the working group continues to work on updating the reservation and mobilisation system.
