At the Ukraine Recovery Conference 2026, the Ministry of Community and Territorial Development announced over 1.5 billion euros worth of new agreements and programmes for Ukraine’s recovery. These projects will contribute to the development of Ukrainian communities.

New financial opportunities for Ukraine
The Ukraine Recovery Conference 2026 served as an important platform for discussing Ukraine’s post-war recovery. The Ministry of Community and Territorial Development presented results that are impressive in their scale. Over 1.5 billion euros in new agreements, funding and the programmes that have been announced represent a concrete step towards rebuilding infrastructure and supporting communities.
Among the key outcomes of the conference, it is worth highlighting the €524 million that will be allocated to municipal infrastructure projects under the Ukraine Infrastructure Facility. These funds will enable the modernisation of roads, street lighting, water supply and other vital elements of infrastructure.
Another important aspect is the €351 million allocated to housing programmes. This includes compensation for destroyed homes, preferential mortgage loans for veterans, as well as support for internally displaced persons (IDPs) and the development of social housing. These initiatives will help people return to a normal life.
In addition, over 212 million euros in investment and around 83 million euros in grant funding will be used to implement projects in Ukrainian communities and regions. This will create new jobs and contribute to economic growth.

A further 149 million euros will be allocated to repair and restoration of motorways, which is crucial for improving transport infrastructure. A further €120 million has also been announced for the energy-efficient refurbishment of blocks of flats, which will help reduce energy costs and improve living conditions.
Equally important is the €100 million that will be allocated to new water infrastructure projects. This will help ensure access to clean water and improve living conditions in the regions.
Funding of €60 million from the European Investment Bank will be the first tranche of a future framework loan for the development of border infrastructure, which also represents an important step towards Ukraine’s integration into European institutions.
Overall, the conference marked an important step towards Ukraine’s recovery, particularly by securing international support for new projects that will improve the lives of Ukrainians.
