Preparations following the winter disruptions and the operation of warming centres
The planning involves the risk of damage to energy and heating infrastructure, particularly as a result of Russian attacks. Following attacks On 9 January 2026, around 6,000 residential buildings were temporarily left without heating; as of 13 January, the heating supply had been restored to more than 5,500 high-rise blocks.
In January, elderly residents of the Desnianskyi district with limited mobility were already being temporarily accommodated in guesthouses equipped with heating and backup power supplies. Each district of Kyiv has also designated warming centres where people can stay overnight if necessary. The addresses, opening hours and capacity of these centres are available on the «Resilience Map» in the «Kyiv Digital» app, as well as on the «Diia» app and on the city’s online maps.
