Ukrainian men who are subject to military registration but are not listed in the «Oberig» register will be automatically added to it when they receive consular services abroad. The data will be transferred via the «e-Consul» system to the register and the relevant Territorial Military Commissariat; however, the full mechanism requires technical integration between the Ministry of Defence and the Ministry of Foreign Affairs.

Who will be covered by the scheme and how will the data be transmitted?
Cabinet of Ministers Resolution No. 981 provides for the inclusion in the Unified State Register of Conscripts, Persons Liable for Military Service and Reservists of information on men who are not currently listed there. This applies primarily to citizens liable for military service aged between 25 and 60.
The verification of military registration documents when providing consular services applies to men aged between 18 and 60. If the system cannot find the applicant’s details, the information may be forwarded to «Oberega» and the relevant Territorial Military Registration and Enlistment Centre. Once the applicant has been registered, an electronic military registration document will be generated.
Full automation via consulates still requires integration
The rules governing the transmission of data via the consular system and the automatic generation of e-VODs will come into force six months after the resolution comes into force. During this period, the Ministry of Defence and the Ministry of Foreign Affairs are to establish the exchange of information between «Obereg» and «e-Consul».
Therefore, the claim that men are automatically registered whenever they visit the embassy is inaccurate. The new procedure will apply specifically to consular services via «e-Consul» and differs from the procedures at the overseas offices of the state enterprise «Document» and the initial registration service in «Reserve+».
What are the requirements for e-VODs when using consular services?
Men aged between 18 and 60 are no longer required to form electronic military registration document no earlier than 72 hours before the visit. It is sufficient for the e-VODA to be valid at the time of the request.
The Consulate may refuse to provide the service if the document is invalid, the applicant has not presented it, or if their military registration or personal details need updating.
- An e-VOD is not required to apply for a certificate of return to Ukraine.
- An exception applies to certain consular procedures relating to children.
- No document is required when considering applications from Ukrainians who are detained or imprisoned.
Registration does not determine fitness for service and does not constitute mobilisation
To have their details entered in the register, individuals do not need to visit the Territorial Military Registration and Enlistment Centre in person or undergo a medical examination by the military medical board. The assessment of fitness for service is a separate procedure.
Automatic registration is an administrative procedure: it records details in the register. In itself, it does not imply mobilisation or the automatic issue of a summons.
