
Europe and Ukraine prepare a 12-point plan to end the war
According to the agency Bloomberg, Europe and Ukraine jointly develop a comprehensive 12-point plan, which should become the basis for ending the Russian-Ukrainian war.
The document will come into force only after Russia, like Ukraine, will agree to a ceasefire and undertakes not to conduct offensive actions.
Key points of the offer
The plan includes a number of steps aimed at stabilising the situation after the cessation of hostilities:
Return of deported Ukrainian children;
Exchange of all prisoners of war;
Security guarantees for Ukraine from international partners;
Helping to rebuild the country by the EU and the US;
Accelerating Ukraine's accession to the European Union.
Sanctions and financial conditions
According to the document, Sanctions against Russia will be lifted gradually, as it fulfils the plan.
However $300 billion of frozen Russian reserves will be unlocked only after Moscow joins in the reconstruction of Ukraine.
The restrictions will be automatically renewed if Russia violates the agreement or attacks Ukraine again, Bloomberg notes.
Who will control the implementation
The implementation of the 12-point plan will be overseen by special peace council, The meeting will include representatives of the US, EU, Ukraine and, according to sources, the, chaired by Donald Trump.
The peace council is supposed to monitor compliance with the ceasefire, the implementation of humanitarian provisions and the restoration of infrastructure.
