The TSK has referred the matter of Fedorov’s employment to the NACP

The Parliamentary Temporary Investigation Committee has approached the National Agency for Corruption Prevention (NAZK) regarding a possible conflict of interest and the legality of Mykhailo Fedorov’s appointment to the «Eastern Europe» Foundation. The Fund’s president, Viktor Lyakh, stated at a meeting of the Temporary Investigative Commission that a separate post had been created for Fedorov without a competitive selection process, and that an application to reserve the post for him had been submitted the very next day after he was taken on.

The post was created without a competitive selection process; applications were submitted the following day

Viktor Lyakh stated that, prior to taking up employment, Fedorova There was no such post in the fund’s establishment plan, and he became the first person to take it up. No competitive selection process was held for the post: the employment contract was formalised on 17 July, and on 18 July the fund submitted the details for the post to be reserved.

Salaries and trips abroad are funded by donations

According to the foundation’s president, Fedorov’s living expenses, his travels and business trips are funded by donations. Lyakh refused to disclose the amount of the payments publicly. He also said that the donations were used to pay for trips to Italy and the US.

Lyakh was unable to explain Fedorov’s presence in Rome. According to him, Italy was not included in the terms of the business trip, and the meeting in the city Fedorov carried out in a private capacity.

The TSK has approached the NACP

Fedorov took up a post with the same fund less than a year after leaving government service. This constitutes a breach of the Law «On the Prevention of Corruption».

The TSK has asked the NACP to assess a potential conflict of interest and the legality of Fedorov’s appointment.
