The US State Department has approved the potential sale to Ukraine of equipment, missiles and systems for the development and modernisation of its air defence, with an estimated maximum value of $2.68 billion. The potential deal, under the Foreign Military Sales programme, includes, in particular, counter-drone capabilities and ongoing technical support; its finalisation still requires contracts and other procedures.

Missiles, launchers and radars for countering drones
Ukraine’s request includes S-300 Clone and GAM-67 missiles, as well as long-range air defence systems with laser guidance. The package is to include the Improvised Transporter Erector Launcher 1.5 — modified transporter-erector launchers — and kits for upgrading mobile launch systems.
The contract also includes RPS 202 radars, designed for systems to counter unmanned aerial vehicles. Against the backdrop of Russia’s widespread use of attack drones, these systems are intended to enhance the detection of aerial targets and the effectiveness of Ukraine’s air defence.
The package covers repairs, modernisation and technical support
The potential procurement is not limited to the transfer of weapons. Ukraine has requested trailers with lifting masts, equipment for major modifications and maintenance, spare parts, consumables and components.
The list includes the repair and return of equipment following maintenance, software, technical documentation and transport services. The agreement also provides for engineering, technical and logistical support from the US Government and American contractors.
Funding is to be provided through contributions from partners and the FMF programme
Ukraine plans to finance the procurement through a combination of contributions from European partners and funds from the US Foreign Military Financing programme, allocated under the previous US administration. The US portion of the FMF funding is to be credited as a US contribution to the US-Ukraine Reconstruction Investment Fund via a 1:1 reimbursement mechanism.
The stated amount is the maximum estimated value of the potential contract, not the value of a contract that has already been awarded. The procurement will be subject to the conclusion of contracts and the completion of other procedures.
Washington’s stance on the implementation of a potential agreement
The State Department has stated that the proposed sale is intended to strengthen Ukraine’s ability to counter current and future air threats and ensure its own defence. According to the US assessment, it will not alter the fundamental military balance in the region nor will it have a negative impact on US defence readiness.
To take this potential deal forward, the United States does not plan to send any additional government representatives or American contractors to Ukraine.
