On 3 November, the electricity supply situation in Kyiv deteriorated sharply following Russian strikes on the energy infrastructure. Emergency power cuts are in place in the capital and the surrounding region, and there have been widespread disruptions to the water supply and public electric transport services. The city authorities are setting up additional warming centres in the areas where the electricity situation is most critical. This was announced by the Mayor of Kyiv, Vitali Klitschko.

Briefly about the main points

  • Klitschko described the situation regarding Kyiv’s electricity supply as extremely difficult following the Russian attacks.
  • Emergency power cuts have been introduced in the capital and the region; the hourly rotation schedule is no longer in force.
  • A power cut affecting Kyivvodokanal’s equipment has led to widespread disruptions to the water supply.
  • Fluctuations in the voltage caused disruption to the capital’s tram and trolleybus services.

Emergency power cuts have been introduced in Kyiv

Due to damage to facilities at the Kyiv regional power hub, Ukrenergo has introduced emergency power supply restrictions.

During emergency power cuts, the usual hourly schedules do not apply. The power supply may be cut off without warning, and the time taken to restore it depends on the condition of the damaged equipment and the capacity of the power system.

Massive Russian attack On the night of 2 November, it caused further damage to Ukraine’s energy infrastructure. In particular, electricity generation and transmission facilities in several regions were affected.

Power company staff are carrying out emergency repair work to stabilise the system and gradually restore the electricity supply to customers.

The capital is facing major problems with its water supply

One of the most serious consequences of the power failure was the disruption to Kyiv’s water supply system.

According to a statement from «Kyivvodokanal», the company’s main water supply facilities have been left without power due to damage to the power infrastructure. On the afternoon of 3 November, the company announced a temporary suspension of the water supply in the city.

Specialists from «Kyivvodokanal» are working alongside energy sector professionals to restore power to the equipment.

At the same time, the restoration of electricity does not mean an immediate return to normality water supply. Once the pumping equipment has been started up, additional time is required to fill the water supply networks and stabilise the pressure.

Therefore, in some homes, the water supply may be restored later than the electricity supply.

A power cut caused disruption to public transport services

The unreliable electricity supply has also affected the operation of public transport.

Klitschko reported disruptions to the capital’s electric transport services. Trams and trolleybuses rely on a stable voltage in the overhead line network, so power cuts can lead to temporary service suspensions on certain routes.

City transport services are forced to adjust their operations depending on the availability of electricity.

Passengers can check the latest information on route changes and ground transport services via the official «Kyivpastrans» websites.

Additional warming centres are being set up in districts across Kyiv

Against the backdrop of the difficult electricity situation, the city authorities are organising additional warming centres.

According to Klitschko, they will initially be deployed in those areas of the capital where the most serious problems with the electricity supply are being experienced.

At these points, residents will be able to charge their mobile phones and other essential devices, warm up and have a cup of hot tea.

Information on the nearest warming centres can be found in the «Kyiv Digital» app and on the city authorities’ official websites.

Klitschko emphasised that energy companies, utility services and staff at «Kyivvodokanal» are continuing to work to repair the damage caused by the shelling. The city authorities have not yet given a precise timeframe for the full restoration of a stable electricity and water supply.
