Trump said that his administration had no intention of holding back development artificial intelligence. At the same time, he said, the state will monitor any potential misuse of the technology and will apply the relevant criminal and civil legislation to address any breaches.

The President compared the forthcoming initiative to the Space Force, which was established during his first term in office. However, this analogy does not determine the legal status of the new body: it could be military, civilian or inter-agency. Its reporting lines, resources and specific functions have not yet been defined.

AI Czar, AI impact assessment and competition with China

Trump stated that he would soon announce the name of the person who would head up the AI division. He specifically emphasised that the candidate for the role of AI Czar must have a «high IQ». Previously, the role of chief adviser to the administration on artificial intelligence was held by a venture capitalist David Sachs. Formally, he stepped down from this post in May 2026, but continues to act as an adviser to the administration.

Trump described artificial intelligence as the next industrial revolution or the next internet. According to his estimate, which was presented without detailed economic justification, the impact of the technology could potentially reach 25% of US GDP.

The President also stated that the US is ahead of China and other countries in the field of AI and intends to maintain its lead. His statement came against the backdrop of competition between Washington and Beijing for technological supremacy, as well as discussions in the US regarding additional safety regulations for the rapid development of AI.
