The additional funds supplement the previously agreed programme

Of the total amount of €327 million, more than €878 million represents additional funding that had been agreed upon previously. The Dutch Ministry of Foreign Affairs announced this on 15 September. It is therefore an increase to an existing programme, rather than an entirely new package.

The Dutch Government has identified the restoration of the power grid and critical infrastructure, humanitarian support and assistance to the private sector as priorities. The Hague has also stated that it will continue to provide political, military and financial support to Ukraine, together with its partners in the EU and NATO.

Separate funding has been allocated for the energy sector, equipment and reconstruction projects

Minister for Foreign Trade and Development Cooperation of the Netherlands Sjord Sjordsma On 28 October, he arrived in Kyiv, where he is presenting the areas of support and holding talks with the Ukrainian authorities and representatives of Dutch businesses.

According to the NOS, €40 million has been earmarked for the Ukrainian Energy Support Fund. This sum is due to be transferred in 2026 to help restore infrastructure damaged by Russian attacks. A further €55 million will be allocated to the purchase of equipment from Dutch companies for operational purposes of the Ukrainian energy system.

A separate €136 million has been earmarked for businesses taking part in the reconstruction: the funds are intended to support business projects and create the conditions for attracting private investment. The Dutch Government emphasises the need to restore the energy and water supply systems without waiting for the war to end.

Talks, a meeting with business representatives and an audience with the King are scheduled to take place in The Hague

Meeting Zelensky з Yetten is due to take place at the Prime Minister’s official residence Katsheis. There are plans to involve the Deputy Prime Minister and the Minister of Defence in the talks Dylan Yesilgöz, as well as the Minister for Foreign Affairs Tom Berendsen.

Following the talks, the President of Ukraine is due to meet with representatives of the Ukrainian and Dutch business communities. An audience with the King is scheduled for early this evening at the Huis ten Bosch Palace Willem-Alexander.

According to NOS, this will be Zelenskyy’s first visit to the Dutch Prime Minister’s official residence since Jetten’s appointment. The President last visited the Netherlands in December 2025.

The non-military programme operates separately from defence cooperation

The new funding does not replace support for the Ukrainian Defence Forces. In July, Zelenskyy and Jetten signed an agreement as part of the initiative Drone Deal, which covers cooperation in the production of armaments, the development of defence technologies and cyber security.

At that time, the Netherlands reaffirmed its commitment to provide Ukraine with €9 billion in military aid by the end of 2029. The parties also discussed strengthening air defences and the joint production of drones. The results of the talks in The Hague are to be announced separately.
